The MITRE Intelligence Center is seeking a Division Chief Engineer (DCE) for the National Intelligence Division (NID), located at MITRE's McLean campus. The DCE reports directly to the Managing Director for NID and serves as the Division's senior technical leader, responsible for ensuring that MITRE delivers technically rigorous, high-impact solutions in support of the Office of the Director of National Intelligence (ODNI).
As the Division's highest-level technical authority, the DCE is accountable for advancing the Division's technical strategy, ensuring analytic, engineering, and test and evaluation excellence across all NID work programs. The DCE applies deep technical expertise to shape MITRE's contributions to ODNI's mission centers and directorates, driving quality, innovation, and cross-IC interoperability.
The DCE is a core member of the Intelligence Center senior leadership team, partnering with the MD and other technical leaders across MITRE to ensure the Division's work anticipates emerging mission challenges, leverages MITRE's cross-center capabilities, and delivers enterprise-level impact for ODNI and the intelligence community.
The primary responsibilities of the position must be carried out in person in McLean, Virginia. Applicants will establish regular presence at ODNI and MITRE locations with staff supporting those organizations, as well as have availability to travel to those locations on short notice. This may entail frequent, flexible, or extended travel as mission and organizational needs dictate.

Roles & Responsibilities:
Technical Leadership and Strategy
- Serve as the senior technical authority for all NID work, ensuring technical rigor, analytic excellence, and mission relevance.
- Shape the Division's technical strategy, ensuring alignment to ODNI priorities, national-level intelligence needs, and MITRE's enterprise capabilities.
- Provide executive-level technical counsel to ODNI mission centers and directorates, including issues related to intelligence collection and analysis, data and architecture modernization, emerging technology, strategic foresight, and research test and evaluation.
- Identify emerging mission and technology trends and ensure NID is positioned to address them with foresight, innovation, and credibility.
Technical Oversight and Quality Assurance
- Lead technical reviews, sponsor deliverable assessments, and Division-wide quality assurance processes.
- Ensure consistent application of tradecraft, engineering standards, T&E methodologies, and analytic best practices.
- Guide complex, high-consequence work and ensure that NID efforts contribute meaningfully to ODNI's enterprise missions and national decision-making.
Cross-MITRE Integration and Innovation
- Drive technical integration across MITRE divisions, labs, FFRDC capabilities, and innovation centers to strengthen ODNI's enterprise solutions.
- Facilitate cross-sponsor architectures, pilots, and prototypes that enable ODNI to leverage emerging technologies effectively.
- Promote reuse, shared technical frameworks, and cross-agency standards that strengthen intelligence integration and reduce duplication across the IC.
Sponsor Engagement and Thought Leadership
- Engage directly and frequently with senior ODNI leaders on emerging technical challenges, enterprise modernization, and strategic priorities.
- Represent MITRE as a Distinguished technical leader in IC-wide forums, working groups, and interagency initiatives.
- Shape problem spaces and influence strategic direction through high-credibility, high-impact technical advice.
Staff Development and Workforce Shaping
- Develop and mentor a high-caliber technical workforce, ensuring NID maintains the required depth and breadth of analytic, engineering, and T&E expertise.
- Shape talent pipelines, skill development, and succession planning for critical technical areas.
- Promote a collaborative, inclusive technical culture that models MITRE values and empowers staff to innovate and grow.
Business and Program Support
- Advise on the technical content of proposals, program plans, SOWs, and sponsor engagements.
- Partner with the MD to shape the Division's work program and ensure technical feasibility, quality, and mission value.
- Support revenue, delivery, and performance objectives through technical insight and strategic guidance.
Basic Qualifications:
- Minimum of 15 years of related experience with a bachelor's degree; 12 years with a master's degree; 10 years with a PhD; or equivalent combination of education and work experience.
- Deep technical expertise with ODNI mission requirements in areas such as:
- Multi-source intelligence analysis and tradecraft
- Research test and evaluation (T&E)
- Data strategy and architecture
- Intelligence systems engineering
- Emerging technologies and analytic modernization
- IC policy, governance, or enterprise integration
- Demonstrated experience providing senior-level technical leadership for complex mission needs directly supporting ODNI missions.
- Proven ability to deliver high-consequence technical outcomes and oversee large-scale analytic, engineering, or T&E efforts to ODNI.
- Successful record of building trust and influencing senior ODNI sponsors.
- Strong communication skills, including the ability to convey complex technical concepts to senior leaders.
- Demonstrated ability to integrate efforts across diverse teams, organizations, and mission areas.
- Active TS/SCI with current CI Polygraph.
- This position has an on-site requirement of 5 days a week on-site.
Preferred Qualifications:
- Current MITRE Project or Task Leader delivering technical development, system engineering, or requirements managements for an active program.
- Demonstrated leadership of technical programs delivering innovative or game-changing capabilities to the IC.
- Experience shaping IC-wide modernization initiatives, enterprise architectures, or cross-agency technical frameworks.
- Demonstrated ability to lead technical foresight, assess emerging technologies, or develop future-oriented analytic approaches.
- Advanced graduate degree in engineering, computer science, physical sciences, mathematics, intelligence studies, or related national security fields.
- Recognized thought leadership within the IC or defense community.
