Duties

- Prepares legal briefings and documents after effectively evaluating and examining information in military justice files, libraries, references, instructions, regulations, policies, directives, and other information sources
- Coordinates and arranges for government and defense witnesses to be present at courts-martial and other administrative hearings
- Mentors and trains office personnel in military justice areas and provides effective and efficient quality reviews of work product
- Manages and oversees the daily operation of the administrative actions
- Severs as secondary discharge clerk in the daily operation of the administrative actions (discharge) division

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of legal concepts, principles, interpretations techniques, research methods, regulations, administration policies and data analysis techniques needed to work independently on assigned projects. Knowledge sufficient to interpret and explain legal principles and ideas to outside parties concerning laws, regulations and policies. Knowledge of resources needed to research laws, court cases, appeals, specialized legal programs, or other such sources of information in order to resolve issues or answer inquiries. Knowledge of legal processes needed to receive evidence, forms and analysis to compile into case files for use by legal officials.

EDUCATION:
I have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.

OR
COMBINATION OF EXPERIENCE AND EDUCATION:
I have less than the full amount of specialized experience described in the job opportunity announcement; however, and I have at least one year of progressively higher-level graduate education but have not obtained a master's or equivalent graduate degree. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of your college transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of an extensive body of rules, procedures, formats, protocols and specialized terminology as they relate to the military justice system and the practice of law in order to prepare, process, review and disseminate legal documents and complete notarial acts.
2. Knowledge of correct grammar, spelling, punctuation, capitalization, and formatting to be able to accurately review, prepare and edit written correspondence and reports.
3. Knowledge of word-processing and other office-automation software and systems to support office operations and produce a variety of textual and graphical documents, such as legal proceedings, letters, reports, memoranda, form letters, and briefings.
4. Skill in typing; a qualified typist is required.
5. Ability to communicate effectively, both orally and in writing, to provide effective training and guidance to others, especially those in senior leadership positions.
6. Ability to analyze statistical data, including conducting mathematical analysis to identify trends and develop recommendations.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
