The Deputy Executive Director plays a significant role in leading and managing the Nebraska Defense Research Corporation (NDRC), acting as a teammate to the Executive Director. This position involves a blend of strategic planning, operational oversight, and team leadership to ensure the NDRC’s goals and objectives are met efficiently. By collaborating closely with NDRC team leaders, the Deputy Executive Director helps to streamline processes, enhance communication, and facilitate the successful implementation of projects and initiatives. This position is essential in maintaining the NDRC’s stability and fostering an environment that encourages growth and innovation, all while upholding the mission and values at the core of the NDRC’s work.
Duties
Teams with the Executive Director to set NDRC strategic direction, initiatives and goals.
Oversees the implementation of strategic plans and operational policies to ensure NDRC’s objectives are met efficiently and effectively.
Manages NDRC’s budget, including developing cost proposals, monitoring expenditures, and implementing cost-control measures.
Leads and mentors team leaders and staff, fostering a culture of high performance, continuous improvement, and collaborative teamwork.
Represents NDRC in external meetings, conferences, and negotiations, acting as a key spokesperson to enhance its public image and stakeholder relationships.
Leads teams in developing Collaborative Project Order (CPO) proposals, papers, and reports on behalf of the NDRC.
Serves as a Subject Matter Expert with expertise relevant to STRATCOM mission areas to include Nuclear Command, Control and Communications Enterprise Center (NEC) mission capabilities.
Identifies innovative technologies and processes that enhance the ability of NDRC to accomplish objectives in the Partnership Intermediary Agreement (PIA).
Identifies potential NDRC research and prototyping collaborators that support technology demonstrations for NDRC customers.
Monitors CPO execution to ensure that technical performance, cost, and schedule goals are achieved. Informs Contracting Officer (KO) about any potential deviations in the accomplishment of CPO goals and develops mitigation strategies for KO approval.
Ensures the day-to-day execution and reporting of CPOs, to include preparation of the technical and programmatic reporting documentation required by the Government.
Monitors performance of internal NDRC business operations functions.
Oversees the planning, development and execution of NDRC outreach efforts to the local entrepreneurial community, including, high school students, university students, and faculty.
Other duties as assigned by the NDRC Executive Director.
Minimum Qualifications
Demonstrated leadership of at least five (5) years in a director (or equivalent) role with responsibilities that included oversight into cost, schedule, and performance tradeoffs.
Must be able to obtain and maintain a Top Secret U.S. government security clearance.
Experience in USSTRATCOM operational missions or headquarters, operating Command, Control, and Communications (C3) systems, or advocating for C3 capabilities is desired.
Knowledge, Skills, and Abilities
Exceptional time management, communication, critical thinking and problem-solving skills.
Understanding of proposal development, financial principles, contracting fundamentals, and government budgeting and acquisition processes.
Ability to build partnerships with university organizations, government agencies, and other stakeholders.
Understanding of qualitative and quantitative research methods.
Understanding of nonprofit or research‑institute governance structures.
