The United States Space Force (USSF) at Wright-Patterson AFB is searching for an Acquisition Program Manager to support NSIC (GG-1101-13)

Description:
Are you an acquisition strategist ready to architect the future of America's space intelligence enterprise? The National Space Intelligence Center (NSIC) is looking for a senior-level expert to serve as our lead Acquisition Program Management Specialist. This isn't a role for someone who just follows a checklist. You will be our go-to advisor for senior leadership, the primary subject matter expert shaping the acquisition strategies that deliver the cutting-edge tools and services our intelligence analysts need to protect U.S. interests in the space domain. You will be the vital link connecting the mission, the operators, and the contracting officers, with the authority to chart the course where guidelines may not yet exist.

Day-to-day, you will lead multi-functional teams to translate complex technical needs into clear contract requirements, create and manage the processes that ensure mission success, and represent NSIC at executive levels with industry and government partners. You'll use your expertise to solve complex problems, mentor junior specialists, and provide the data-driven analysis that guides our most critical decisions. Ideal Candidate:
- Seasoned navigator of the DoW/IC acquisition ecosystem. You have a proven mastery of the entire lifecycle, from crafting strategy and defining requirements to managing complex contracts and navigating the policies of the Defense Acquisition System. You don't just know the rules; you know how to make them work to achieve the mission.

- Expertise in DoW/IC Acquisition: Mastery of the principles, policies, laws, guidance, and practices governing systems acquisition and program management within the Department of War and Intelligence Community.

- Master of Program Execution. You have a track record of successfully steering complex, technical programs to success. You are adept at balancing the contractual, financial, and performance elements to deliver critical capabilities on schedule and within budget.

- Intelligence Professional Thought Process. You understand the "why" behind the contracts. You have a strong grasp of the scientific and technical intelligence mission and can translate operational needs into robust acquisition solutions.

- Natural Leader and Collaborator. You excel at building and guiding multi-disciplinary teams. You communicate with clarity and influence, whether you are briefing senior leaders, mentoring junior specialists, or liaising with contracting officers and industry partners

- Forward-Thinking Innovator. You see opportunities for improvement everywhere. You have a knack for streamlining processes, leveraging automation and data, and driving digital transformation to make the entire organization more efficient and effective.

- Automation and Process Improvement Skills: Adept at creating automations to streamline requirements consolidation, enhance process efficiencies, and provide timely notifications for contract and acquisition events, coupled with a strong track record of implementing process improvements.

- Strategic Alignment: Comprehensive knowledge of the missions, roles, functions, organizational structure, policy, programs, goals, and operation of the Center and the relationship to DoW, Department of the Air Force, United States Space Force, and other entities.

- Problem-Solving and Decision-Making Skills: Proven ability to quickly assimilate disparate data, render knowledgeable and accurate assessments, and make sound decisions under conditions of urgency and pressure.

- Senior Work Level Proficiency: A Senior Work Level employee that independently handles a wide range of complex assignments and non-routine situations and exercises independent judgment to identify and take alternative courses of action.

- Contracting Systems and Applications Expertise: Knowledge of digital contracting systems, databases, methods, practices, procedures, regulations and processes

- DAWIA Certification And Development: Clear understanding of the revised contracting certification guides to include Services, Cyber/IT, Innovation, and Research and Development contracting as well as an ability to mentor personnel on the certifications. Current DAWIA certification highly desired.

- Education and Training: Knowledge of and proficiency in Department of War and Intelligence Community contracting professional accreditation classes, events, processes, and certification.

  • Must be a U.S Citizen.
  • Must be able to obtain and maintain a Top-Secret/ SCI security clearance.
  • May be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • Eligible for situational telework only, including Emergency and OPM prescribed "unscheduled telework".
  • May be required to work overtime on an unscheduled or emergency basis.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • This position will close after 5 business days or 75 applications, whichever comes first.
  • PCS /relocation funding is authorized.
  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
  • This position is part of the Acquisition Professional Development Program (APDP).
