Duties
The primary purpose of this position is: To serve as Senior Analyst and Program Manager, Strategic Requirements and Programs in a Warfighting Headquarters (WFHQ), functioning as the service component supporting United States Southern Command (USSOUTHCOM) Combatant Command (CCMD), and directly supporting 12 AF/AFSOUTH C-NAF; sharing with the Division Chief the full scope of responsibility for directing the activities of the Division.

This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for Management and Program Analysis Series, 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying analytical and evaluative methods and techniques to assess the efficiency and effectiveness of security cooperation plans, programs, and projects; knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; knowledge of the various command entities involved in overall planning and execution of operations and evaluations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

- Program Manager and Senior Advisor to the command for Strategy, Planning, Programming, Budgeting, and Execution (SPPBE), Program Objective Memorandum (POM), and USSOUTHCOM Combatant Commander's Integrated Priorities List (IPL).
- Organizes, plans, and coordinates AFSOUTH participation in Office Secretary of Defense (OSD) Joint Test and Evaluation (JT&E) or Quick Reaction Tests (QRTs) programs and Deputy Undersecretary of Defense (DUSD) Joint Capability Technology Demonstrations (JCTDs)
- Program Manager for two of USSOUTHCOM's high-level Theater Security Cooperation (TSC) programs: United States-Colombia Action Plan (USCAP) and Traditional Commanders' Activities (TCA).
- Assists the Division Chief in planning, organizing, and overseeing the activities of the Division.

- Knowledge of qualitative and quantitative techniques to apply operational and execution planning efforts, doctrine and operational policy, and theater security cooperation incorporating both USAF and Joint principles, concepts, procedures, guidance, policy, and methodologies to achieve command effects for homeland defense, civil support, and emergency preparedness.
- Knowledge of the mission, roles, functions, organizational structures, and operation of DoD and Air Force organizations to provide command-level staff guidance and/or conduct studies to determine efficient and effective methods to achieve command tasks and goals related to operations, humanitarian service, and disaster preparedness
- Knowledge of Joint Operational Planning and Execution System (JOPES); USAF deployable and in development capabilities; Joint requirements definition, request, deployment, and employment practices; background for doctrinal and policy development and process to develop doctrine/policy from historical/evolving operations; DoD, Interagency, and USSOUTHCOM security cooperation efforts and processes. Recognized authority and highly knowledgeable on national military response plans in support of USSOUTHCOM, International Security Cooperation, and Defense Support of Civil Authorities (DSCA) missions.
- Experience in Acquisitions working POM/IPL requirements in excess of eight (8) years. Experience in Acquisitions working Joint Capability Technology Demonstrations (JCTDs) in excess of four (4) years. Experience in Acquisitions as a Program Manager in excess of four (4) years.
- Ability to plan, organize, and direct the Division functions and to build, lead, and mentor crossfunctional HQ teams. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
- Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.
