Position Summary

ANSER is seeking a Senior Contract Administrator to provide comprehensive acquisition and contract management support to the National Reconnaissance Office (NRO). In this role, you will assist in all phases of contract execution-including pre-award, award, administration, and closeout-while serving as a trusted business advisor to program and contracting leadership. You will draft, review, and maintain contract documentation, conduct market and financial analyses, and ensure all contractual actions comply with federal regulations and NRO policies.

Day-to-Day Responsibilities:
  • Prepare, review, and maintain all contractual documentation, including solicitations, awards, modifications, and closeout packages, in accordance with Federal Acquisition Regulation (FAR) and NRO Acquisition Manual (NAM) requirements.
  • Coordinate with contracting officers, program managers, and financial personnel to support acquisition planning, negotiation, and execution activities.
  • Conduct market research, analyze proposals, and recommend appropriate contract types, methods, and incentives to meet program objectives.
  • Assist in drafting source selection criteria, pre-award and post-award debriefings, and related acquisition documentation for government review.
  • Support price and cost analyses, including reviewing proposals, assessing certified cost or pricing data, and recommending contract financing strategies.
  • Monitor contract performance, delivery, and payment activities to ensure compliance and timely issue resolution.
  • Maintain contract files and records in the NRO's Electronic Procurement Exchange (EPX) Studio and other approved systems.
  • Assist in managing contract closeout activities, settlements, and documentation to support completion and audit readiness.
  • Identify potential risks, such as fraud indicators or conflicts of interest, and recommend appropriate mitigation or corrective actions.
  • Prepare reports, briefings, and data-call responses for contracting leadership and senior management.

Required Qualifications:
  • Bachelor's degree in Business Administration, Finance, Acquisition Management, or related field.
  • Active Top Secret / Sensitive Compartmented Information (TS/SCI) clearance with Counterintelligence (CI) Polygraph.
  • Minimum of 8 years of experience in federal contracting or acquisition management, preferably within the Department of Defense (DoD) or Intelligence Community (IC).
  • Prior experience supporting a NRO Program.
  • Comprehensive understanding of the Federal Acquisition Regulation (FAR), NRO Acquisition Manual (NAM), and Office of Contracts policies and procedures.
  • Proficiency with NRO financial and contracting systems such as NEAR, NFIS, FIRST, and EPX Studio.
  • Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).

Preferred Qualifications:
  • Ability to analyze requirements, determine appropriate contracting methods, and make sound recommendations under limited supervision.
  • Strong problem-solving and decision-making skills with the ability to evaluate alternatives and support complex acquisitions.
  • Federal Acquisition Certification in Contracting (FAC-C) or Defense Acquisition Workforce Improvement Act (DAWIA) certification preferred.
  • Experience supporting contract negotiations, cost/price analysis, or source selection activities.
  • Excellent written and verbal communication skills with the ability to tailor information for various audiences.
  • Strong organizational skills and attention to detail in managing multiple concurrent contracts.
  • Ability to work effectively in a collaborative, fast-paced, and dynamic acquisition environment.
  • Experience with contract terminations, settlements, or dispute resolution.
