Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or NM-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serving as subject matter expert to execute various appropriations, fund types and accounts (e.g. RDT&E, O&MN, Procurement, MRTFB, Overhead, and cost redistribution accounts); 2) Serving as subject matter expert to train junior employees in utilizing Navy ERP to confirm available funds, validate funding attributes through sales order information, and ensure compliance with congressional direction, DoD/DoN financial policies, and OMB guidance; 3) Acting as the financial technical authority to develop, justify, defend, and execute direct or indirect budgets for Naval Aviation Programs/PMAs/ or mission areas using labor planning rates, indirect cost structures, execution plans, mid-year reviews, and financial impact/reclama statements; 4) Executing financial analysis while adhering to the financial life cycle of direct funding from funds planning and acceptance through execution and close out or final bill; 5) Directing problem-solving efforts using Navy ERP extracts to create analysis and decision quality reports, dashboards, and briefings used for leadership decisions; 6) Guiding decision-making based on thorough insight of assessing execution anomalies, forecasting requirements, and diagnosing financial issues;7) Providing authoritative advice on using Navy ERP to build structures, plan funding, extract data, reconcile/validate transactions, create or amend funding documents (including G-INV), and support execution monitoring, command data calls and audit readiness; 8) Using other system reports, queries, or analytics tools (e.g., N-ERP BW, Advana/Jupiter Qlik-based dashboards, PBIS, CDASS, Shared Data Warehouse SDW, Electronic Data Access EDA, DCPDS) to identify discrepancies, support internal controls, and improve financial processes; 9) Influencing strategy through expansive technical expertise in preparing and presenting budget execution status, projections, details and/or metrics to inform resource prioritization or organizational decisions to diverse audiences including senior leaders, program offices, technical stakeholders, cross-functional teams, and external partners; 10) Leading, coaching, and developing employees and team members by assigning and reviewing workloads, providing performance feedback, mentoring or training staff, supporting recruiting and retention, and supporting employee development; 11) Linking financial analysis to organizational strategy, demonstrating the ability to anticipate impacts across programs and stakeholders, align resources with mission priorities, adapt to changing constraints (e.g., mid-year marks, emergent requirements, shifting workload), and support long-term planning; and 12) Recommending process improvements, financial enhancements, training initiatives, reporting improvements, and providing information influencing financial health.

- You will be responsible for budget execution, supervision of a business and financial customer support team, workload distribution and assignments, and ensuring compliance to Congressional legislation and OMB guidance.
- You will formulate budgets and support plans, defend budgets and expenses to authorities, and participate in extensive midyear, quarterly and/or monthly reviews to Comptroller, Senior Executive and/or Headquarters level customers.
