Deputy Project Manager (DPM)
U.S. Immigration and Customs Enforcement Enforcement and Removal Operations 287(g) Program
Location: National Coordination Center, Greater Nashville, Tennessee (On-Site only)
Hours of Work: The NCC will operate 24 hours per day, 7 days per week, 365 days per year (24/7/365).
ICE Enforcement and Removal Operations (ERO) protects public safety and national security by identifying, apprehending, detaining, and removing individuals who violate U.S. immigration laws. ERO collaborates with state and local law enforcement agencies through the 287(g) Program, which delegates limited immigration enforcement authority to trained officers under Section 287(g) of the Immigration and Nationality Act. This program strengthens nationwide enforcement efforts by providing structured oversight, policy guidance, operational support, and monitoring. To enhance coordination and improve responsiveness to partner agencies, ICE is establishing the National Coordination Center (NCC), a centralized operations and call center supporting 287(g) participants and ERO programs. The NCC will provide real-time information sharing, operational assistance, and expanded access to immigration and criminal intelligence. It will serve more than 1,150 partner agencies and 15,000 credentialed Designated Immigration Officers (DIOs), with scalable capacity to support future program growth.
The Deputy Project Manager (DPM) plays a critical role in supporting the overall management of the project team and ensuring seamless operations. Acting as the primary liaison between 287(g) leadership and the contracting team in the absence of the PM, the DPM facilitates workflow, oversees client deliverables, and ensures the quality of assurance reports and briefing materials. This position requires strong strategic planning capabilities, the ability to manage high-profile tasks, and the skills to deliver quick turnaround on key assignments. The DPM works closely with the PM to achieve successful project outcomes and maintain operational efficiency. Multi-year experience with ServiceNow and end-to-end Content Management System expertise is essential.
Responsibilities include, but are not limited to, the following:
1. Project Planning and Execution:
o Assist the PM in planning, executing, and finalizing projects according to scheduled milestones and budget constraints.
o Plan, initiate, and manage IT programs, guiding technical staff and serving as the liaison between business and technical aspects of the program.
o Develop program stages, assess business implications for each stage, and monitor progress to ensure deadlines, standards, and cost targets are met.
o Prepare and disseminate reports on all aspects of responsible programs and projects.
2. Program and Resource Management:
o Manage program execution to ensure adherence to budget, schedule, and scope.
o Submit program deliverables while ensuring compliance with quality standards.
o Monitor and control resources, including personnel, budgets, and materials, within program areas.
o Develop specific goals and plans to prioritize, organize, and accomplish work effectively.
3. Communication and Coordination:
o Communicate with internal and external stakeholders, including Government representatives, supervisors, co-workers, and subordinates, using various methods such as telephone, teleconferencing (e.g., Microsoft Teams), email, or in-person meetings.
o Represent the organization to external parties, including customers, the public, and government entities.
o Schedule and facilitate meetings related to program areas and IT projects.
4. Leadership and Guidance:
o Coordinate the work and activities of others to accomplish tasks and achieve objectives.
o Provide guidance and direction to subordinates, including setting performance standards and monitoring performance.
o Monitor the performance of project team members, providing and documenting performance feedback.
5. Strategic Planning and Risk Management:
o Establish short-term, mid-term, and long-term objectives and specify strategies and actions to achieve them.
o Initiate, review, or approve modifications to project plans within the program area.
o Perform risk assessments and develop response strategies to mitigate risks.
o Develop implementation plans, including cost-benefit analyses and return on investment evaluations.
6. Technical Expertise and Process Improvement:
o Provide expert advice to management or other groups on technical, systems, or process-related topics.
o Develop and manage work breakdown structures for IT projects within the program area.
o Use relevant information and judgment to evaluate compliance with laws, regulations, policies, and standards.
o Assess current or future customer needs and priorities through direct communication, surveys, or other methods.
7. Administrative and Reporting Tasks:
o Perform day-to-day administrative tasks, such as maintaining information files, processing paperwork, and providing reports.
o Prepare program status reports by collecting, analyzing, and summarizing information and trends.
o Keep up-to-date technically and apply new knowledge to the role.
Minimum Qualifications:
• Must hold a current Project Management Professional certification.
• Proven experience in leading projects or contracts, with the ability to manage projects and provide guidance and direction for specific tasks or sub-tasks.
• Bachelor’s degree with a minimum of eight years of experience, or a master’s degree with a minimum of six years of experience.
• Demonstrated knowledge and experience working with Rapid Application Development (RAD) applications, including Customer Relationship Management (CRM) tools.
