Job Title: Contract Specialist
Location: Washington DC
Rivet Operations Company ("Rivet") has an opening for a Contract Specialist to join our rapidly growing team in the Washington DC area. Rivet is an exceptional industry partner to the Department of Defense (DoD) and a leader in physical and cyber security, IT management, logistics, supply chain management, process improvement and development.
The Contract Specialist Support role provides full life cycle contracting support to the Department of Homeland Security (DHS). This position requires extensive knowledge of federal acquisition regulations, contract-writing systems, and experience managing complex procurement processes from planning through award and administration.
Primary Duties:
* Provide cradle-to-grave contracting support for federal acquisitions.
* Prepare and review acquisition documents, solicitations, and awards.
* Analyze cost proposals and develop negotiation positions.
* Ensure compliance with FAR and agency-specific regulations.
* Manage procurement-sensitive information securely.
* Utilize contract-writing systems and federal procurement databases.
* Support source selection activities and respond to protests as required.
* Maintain operational security and report security concerns.
Qualifications:

* Bachelor's degree from an accredited U.S. college or university.
* In lieu of a degree: Seven (7) years of experience in federal contracting and at least 24 hours of accredited college business credits (e.g., accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management).
* Minimum of five (5) years documented experience in contracting positions providing cradle-to-grave support for federal agencies.
* Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, SharePoint).
* Ability to maintain operational security (OPSEC) and handle sensitive information.
* Experience managing procurement sensitive, law enforcement sensitive, or other secure information is preferred.
* Proven ability to interpret and apply procurement regulations, including FAR and agency-specific rules.
* Knowledge of government contract-writing software (e.g., PRISM).
* Familiarity with federal procurement systems and databases (FPDS, SAM.gov).
* Experience with FAR Parts 8, 12, 13, 15, and 16 contracting methods, including BPAs and IDIQs.
* Experience with federal-wide or multi-agency contract vehicles (e.g., GSA MAS, OASIS+, DHS Strategic Sourcing Vehicles).
* Ability to independently prepare, brief, and route acquisition documents (plans, solicitations, awards, justifications, combined synopsis/solicitations) and obtain clearances.
* Strong analytical skills for cost analysis and developing pre-negotiation positions.
* Excellent written and verbal communication skills.
* Ability to review and analyze spreadsheets and documents in multiple formats.
* Experience awarding or administering contracts for law enforcement-sensitive requirements.
* Experience awarding or administering contracts for IT hardware/software.
Security Clearance:
Position requires applicant to be a US Citizen and able to obtain the required security clearance for the position.
