The ideal candidate will support enterprise financial planning, budget execution, cost analysis, and financial reporting within environments leveraging the BMC3I Elite platform. This role ensures accurate financial tracking of IT service management (ITSM) programs, oversees cost allocation processes, develops financial models, and provides decision-quality analysis for leadership.
The ideal candidate possesses strong financial management expertise, experience with IT service or program budgeting, proficiency with the BMC3I Elite platform, and the ability to analyze complex financial data in support of strategic and operational decision-making.
Key Responsibilities
The Business Manager, SME will:
* Support development, formulation, and execution of annual and multi-year budgets for ITSM/enterprise programs
* Track obligations, expenditures, and cost variances, ensuring compliance with financial policies and funding constraints
* Prepare budget forecasts, spend plans, and cost models using BMC3I Elite financial modules
* Analyze financial data to identify trends, risks, and opportunities affecting program performance
* Develop and deliver financial reports, dashboards, and metrics for leadership decision-making
* Maintain accurate financial records within the BMC3I Elite environment, ensuring data integrity
* Monitor program cost drivers and recommend corrective actions to maintain cost, schedule, and performance alignment
* Collaborate with program managers, technical leads, and business units to translate financial requirements into actionable analysis
* Support audits, internal reviews, and financial compliance assessments
* Utilize BMC3I Elite/Helix capabilities to improve cost tracking, financial workflows, and reporting accuracy
* Assist with configuration, enhancements, or integrations for budgeting and financial management processes
* Develop and refine standard operating procedures and financial management documentation
Skills & Experience
The Business Manager, SME must have:
* Active TS/SCI with SAP Access
* 15+ years of experience in financial management, budgeting, program cost control, or related functions
* 12+ years DoD PPBE Experience
* Expertise in Financial Management
* Strong experience with Excel
* Experience working with BMC3I Elite, BMC Helix, or comparable financial/ITSM platforms
* Strong understanding of budget formulation, execution, and cost analysis for IT or enterprise programs
* Experience in financial modeling, forecasting, variance analysis, and data visualization
* Knowledge of ITIL financial management concepts, cost allocation, and service costing
* Experience with automation, workflow tools, or financial reporting modules within enterprise platforms
* Ability to analyze complex financial data and communicate findings clearly to technical and non-technical stakeholders
* Strong problem-solving skills and attention to detail
* Experience collaborating with cross-functional teams in fast-paced environments
* Excellent written and verbal communication, briefing, and reporting skills
Education & Certifications
The Business Manager, SME must meet the following:
Required
* Bachelor's degree in, Finance, Accounting, Business Administration, Economics, or related field
Preferred
* Master's degree in Finance, Accounting, or Business (MBA)
* DoD FM Certification (Levels 1-3)
* Certified Government Financial Manager (CGFM) or Certified Defense Financial Manager (CDFM)
* CPA, CFA, or CMA
* ITIL v4 Foundation
* BMC Elite/BMC Helix training or certifications
