(Blue Rose) is seeking a Senior Director, Technology Business Development & Programs to own federal IT growth from opportunity identification through program execution. This role is designed for a builder and operator-someone who understands technology deeply but is motivated by winning work, scaling portfolios, and delivering successful federal programs, not managing IT operations.
This leader will shape market strategy, lead capture and proposal efforts, stand up programs post-award, and ensure delivery aligns with client mission, contract requirements, and growth objectives.

Blue Rose Consulting Group, Inc. (Blue Rose) is seeking a Senior Director, Technology Business Development & Programs to own federal IT growth from opportunity identification through program execution. What You'll Do
As the Senior Director, Technology Business Development & Programs, you will:
Own Federal IT Growth & Capture
- Lead end-to-end business development and capture strategy for federal IT opportunities
- Shape solution approaches, win themes, teaming strategies, and pricing in alignment with Blue Rose growth goals
- Personally contribute to proposal writing, reviews, and orals, ensuring technical credibility and competitive differentiation
Program & Portfolio Leadership
- Transition awarded work from capture to execution, ensuring low-risk startup, staffing, and delivery readiness
- Provide program-level leadership and oversight for IT contracts, focusing on performance, compliance, and client satisfaction
- Partner with PMs and delivery teams to mitigate risk, manage scope, and support long-term contract growth
Client & Agency Engagement
- Serve as a trusted advisor to federal clients-translating mission needs into executable IT solutions
- Maintain senior-level client relationships to support recompetes, expansions, and follow-on opportunities
Solution Architecture for Winning & Delivery
- Apply broad technical expertise (cloud, cybersecurity, infrastructure, software development, data analytics) to:
- Shape winning solutions during capture
- Validate feasibility and scalability during program execution
- Ensure solutions are compliant, cost-effective, and aligned with federal acquisition expectations
Build & Scale the IT Portfolio
- Expand Blue Rose's IT staff augmentation and subcontracting footprint
- Identify gaps in offerings, partners, and internal capabilities-and actively close them
- Contribute to long-term portfolio strategy, including target agencies and contract vehicles
- Full-time (40 hours/week)
- Remote; availability required to support capture milestones, proposal deadlines, and program transitions
- U.S. Citizenship required
- Demonstrated success winning federal IT contracts as a capture lead, proposal lead, or technical volume lead
- Experience leading or supporting program execution post-award (transition, staffing, delivery oversight)\
Preferred Experience & Certifications
- Capture Management experience
- PMP or equivalent program management certification
- ITIL
- AWS and/or Azure certifications
- CISSP or other recognized cybersecurity credentials
- Broad technical knowledge sufficient to credibly architect and defend solutions, not manage infrastructure
- Strong executive-level communication and client-facing skills
- Proven ability to operate independently in a small-business growth environment
- Competitive base salary: $130,000 - $160,000
- Performance-based bonuses tied to proposal wins and revenue growth (10-20% of base)
