Credence has an immediate opening for a Financial Management Advanced Contract Closeout Support Senior who will be primarily responsible for supporting the Air Force Life Cycle Management Center WAM (AFLCMC/WAM) directorate, F-16 division at Wright Patterson AFB, OH.

F-16 "Viper" AFLCMC/WAM is headquartered at Hill Air Force Base with units located at Wright-Patterson Air Force Base, Tyndall Air Force Base, Eglin Air Force Base, and Davis-Monthan Air Force Base. The F-16 "Viper" is a multi-role fighter jet delivering air-to-air, air-to-ground, and surveillance capabilities for the United States Air Force (USAF) and Coalition Partners.

The F-16 program has the largest Foreign Military Sales (FMS) program in U.S. history producing over 4,500 jets for 24 countries. Each F-16 FMS case is uniquely tailored to country requirements / development / funding. Presently, FMS production orders exist through 2030. Additionally, the F-16 program includes the Multi-National Fighter Program (MNFP). MNFP is not a typical FMS program, but a unique, cooperative USAF and development program implemented through the FMS process under the framework of a Memorandum of Understanding (MOU). MNFP began in 1975 with the countries of Belgium, Denmark, the Netherlands, and Norway; Portugal joined in 200.

Responsibilities include, but are not limited to the duties listed below:
  • The Financial Management Advanced Contract Closeout Support Journeyman shall assist in coordinating financial actions with Financial Managers, COs/buyers, Defense Contract Management Agency (DCMA), and DFAS to facilitate contract closeout for both USAF and FMS funding.
  • Assist in canceling and expiring year funds process. The Contractor shall assist in preparing monthly burndown reports.
  • Shall assist in researching and reconciliation of canceling and expiring year funds by utilizing Web CcaR, SDW, and CRIS as well as prime weapon system Contractors, other services, and the appropriate contracting office.
  • Assist in performing tri-annual reviews via FMSuite. The Contractor shall assist in research and analysis on open funding documents.
  • Support contract closeout for multiple contracts, including, but not limited to, contracts older than 30 years with multiple funding sources including complex financial issues such as USAF/FMS cost sharing and specific payment instructions.
  • Assist in complex contract reconciliation, identifying/clearing negative unliquidated funds (NULOs) and ULOs on contract, and resolving discrepancies between financial/accounting systems.
  • Shall interface with weapon system prime/subcontractors and DCMA to create detailed reconciliation packages regarding Contract Line Item Numbers (CLINs) and Accounting Classification Reference Number (ACRN) issues with DFAS.


Requirements

  • Minimum of an active Secret security clearance.
  • Master's or Doctoral Degree in a related field and a minimum of ten (10) years of experience in the respective technical / professional discipline being performed, at least five (5) of which must be in the DoD
  • OR, Bachelor's Degree in a related field and a minimum of twelve (12) years of experience in the respective technical/professional discipline being performed, five (5) of which must be in the DoD
  • OR, a minimum of fifteen (15) years of directly related experience with proper certifications as described in the PWS labor category performance requirements, eight (8) of which must be in the DoD.
  • Experience researching and applying FM guidance/ regulations/ systems to include but not limited to, DoD FMR 7000.14R, Budget Guidance & Procedures (AFI 65-601 Vol. 1), Budget Management for Operations (AFI 65-601 Vol. 2), Appropriations Symbols and Budget Codes (AFMAN 65-604), Government Accountability Office (GAO) Fiscal Principles of Federal Appropriation Law , DoD Directive 5000.01, DoD Instruction 5000.02, Economic Analysis (AFI 65-501), Inflation (AFI 65-502), U.S. Air Force Cost and Planning Factors (AFI 65-503), Cost Analysis Guidance and Procedures (AFI 65-508), Economic Analysis (AFMAN 65-506), and the AFLCMC Standard Cost Process. Experience using government financial systems such as the CCaRs, ABSS, CMCS, CRIS, EDA, FMSuite, Automated Funds Management (AFM), Integrated Budget documentation and Execution System (IDECS), SDW, Alchemy, ACEIT, COCOMO, AFTOC, REMIS, wInsight, and Crystal Ball.
