Credence has an immediate opening for a Senior Security Manager who will be primarily responsible for supporting the Air Force Life Cycle Management Center WAM (AFLCMC/WAM) directorate, F-16 division at WPAFB, OH.

F-16 "Viper" AFLCMC/WAM is headquartered at Hill Air Force Base with units located at Wright-Patterson Air Force Base, Tyndall Air Force Base, Eglin Air Force Base, and Davis-Monthan Air Force Base. The F-16 "Viper" is a multi-role fighter jet delivering air-to-air, air-to-ground, and surveillance capabilities for the United States Air Force (USAF) and Coalition Partners.

The F-16 program has the largest Foreign Military Sales (FMS) program in U.S. history producing over 4,500 jets for 24 countries. Each F-16 FMS case is uniquely tailored to country requirements / development / funding. Presently, FMS production orders exist through 2030. Additionally, the F-16 program includes the Multi-National Fighter Program (MNFP). MNFP is not a typical FMS program, but a unique, cooperative USAF and development program implemented through the FMS process under the framework of a Memorandum of Understanding (MOU). MNFP began in 1975 with the countries of Belgium, Denmark, the Netherlands, and Norway; Portugal joined in 2000.

Responsibilities include, but are not limited to the duties listed below
    • Assist to provide a wide range of security management, analytical, technical and support services for programs managed by DoD, USAF, AFMC, AFLCMC, AFLCMC/WA, AFLCMC/WAM, and specific programs.
    • Support as the customer focal point for security, analyze security procedures, and coordinate/recommend solutions on security deficiencies with the assigned government security task lead.
    • Support the implementation of information, personnel and industrial security programs to ensure classified material is protected according to DoD, USAF, AFMC, AFLCMC, directorate, division and program directives.
    • Assist to conduct implementation of the resource protection, force protection, and anti-terrorism programs IAW DoD, USAF, AFMC, AFLCMC, directorate, division and program security policy/instructions.
    • Assist personnel with completing personnel security investigation paperwork, review packages for accuracy and assist with tracking personnel security clearances.
    • Assist to develop security requirements into contractual commitments. Administratively assist with the coordination of DD Form 254, DoD Contract Security Classification Specification.
    • Assist to manage and administer the administrative duties of a Special Access Program Facility (SAPF) in accordance with DoD 5207.05, Vols 1-4 Security Access Program Nomination Process (SAPNP), and the RMF/DoD Joint Special Access Program (SAP) Implementation Guide (JSIG) or current guidance. Tasks include, but are not limited to, submitting Program Access Requests (PARs), gaining and maintaining accreditation as required and managing the self-inspection program.
    • Assist with maintaining/accounting for and destroying Communications Security (COMSEC) material.
    • Assist to conduct technical evaluations of Automated Information Systems (AIS) and other electronic equipment, which has electronic storage capability or processes classified data, to include Special Access Required (SAR) information.
    • Assist to evaluate AIS Standard Practice Procedures (SPPs).
    • Assist to manage and perform the administrative duties of a special access program to include but not be limited to, submitting PARs, gaining and maintaining accreditation as required, and managing the self-inspection program.
    • Assist to maintain an appropriately classified computerized database of Government and DoD Contractor personnel with access to the SAR programs as identified by individual task orders.
    • Assist to perform administrative tasks as necessary to support security functions and shall have strong analytical writing skills to successfully document program security methods and decisions.
    • Support end of day safety and security checks for assigned facilities. The Contractor shall support applicable requirements outlined in AFI 31-401 AFMCSUP and AFI 31-601 AFMCSUPI, to include complying with the requirements of Visitor Group Security Agreement (VGSA) as appropriate.
    • Support opening and securing/alarming various SPO secure rooms and vaults at the beginning and end of each duty day, to include but not limited to hours after 1800, and respond (if USG personnel are unavailable) during non-duty hours to alarms, as needed.
    • Assist in the development and document recommend program protection and system security input for SOOs, SOWs, PWS, RFPs, and CDRLs for assigned programs.
    • Identify security issues and recommend changes to DoD, USAF, AFMC, AFLCMC, WA Directorate, WAM Division and program security policy/instructions for consideration to the Government security lead.
    • Assist in conducting analyses of procedures regarding the handling, controlling, storage and disposition of classified or critical weapon system hardware, to include installed components.
    • Develop program specific System Security Requirements.
    • Act as security advisor to the SSWG, or other security-related IPTs, for the preparation of program security standards to include preparation of meeting minutes and documenting actions.
    • Assist with the transition of DoD and Air Force policy to "design to" and "test to" specifications, and SSE requirements into functional requirements.
    • Assist with system security assessments to assure the proper front end emphasis on system security management.
    • Provide advisory and draft documentation assistance for the development of a System Security Concept of Operation (SSCO) based on the threat definition, vulnerability analyses and existing security systems and measures. The SSCO shall include description of mission tasks, operational system specifications, security resource requirements, threat environment, protection of CPI, employment issues and labor costs.
    • Assist in planning, designing, reviewing, analyzing and reporting on tailored security plans for the protection of systems during the test and evaluation phase and make recommendations for changes to security test procedures for consideration.
    • Review program threats and conduct vulnerability analyses to define security functional requirements for effectively securing systems against overt and covert ground initiated attack; provide recommendations for the integration of physical security countermeasures, electronic and mechanical detection devices on the weapon system, and other corrective actions.
    • Assist in planning, designing, reviewing, analyzing and reporting on tailored security plans for the protection of systems during the test and evaluation phase and make recommendations for changes to security test procedures.
    • Review conceptual studies, program reports, system data, and other pertinent source documentation, which might aid in establishing basic system security requirements.
    • Continuously analyze the adequacy of the weapon system, system security planning and physical security standards and report on discrete areas of concern.
    • Provide support for integrating flexible, cost-effective and threat-based security processes, plans and procedures to protect weapon system(s) during its lifecycle (DoD acquisition process pre-Milestone A through demilitarization).
    • Support the integration of U.S. export and technology control laws, DoD/Air Force policy and instructions, and other applicable guidance into program protection planning.
    • Identify CPI and conduct criticality analysis for assigned programs, assessing program threats, analyzing system vulnerabilities and recommending alternative cost-effective security countermeasures that meet security objectives within the overall system design and program strategy.
    • Assist the engineering functional and shall provide expertise about the authority to operate (ATO) process to support the protection of CPI and staff associated documents through the appropriate channels to the executive agent for final approval of plans.
    • Provide advisory assistance in evaluating security and administrative procedures associated with handling CPI/Critical Components (CC) from unclassified material, up to and including Top Secret (TS), Special Access and Sensitive Compartmented Intelligence (SCI).
    • Provide assistance in the creation and maintenance of an OPSEC program/plan for the protection of Critical Information (CI) and provide recommendation to the government security lead to ensure program compliance.
    • Assess, monitor, and review trade studies designed to balance program security risks with costs to the program; assist with designing cost-effective approaches for integrating security requirements into weapon system contracts.
    • Assist in developing and maintaining time-phased, event-driven SCGs, Program Security Directives (PSDs), Technology Assessment and Control Plans (TA/CPs), and PPPs with associated annexes, as required.
    • Analyze the adequacy of the weapon system prime Contractors' and/or subcontractors' program protection planning/efforts and report on discrete areas of concern.
    • Conduct technical evaluations of AIS and other electronic equipment which has electronic storage capability or processes classified data, to include SAR information; evaluate AIS SPPs, report on system vulnerabilities, associated security risk and compliance with DoD, Air Force and local regulatory requirements.
    • Assist with on-site security evaluations at program offices, shall review weapon system prime Contractor security survey reports, and shall evaluate security procedures/operations and shall provide technical security recommendations to the review team lead.
    • Perform CONUS travel in support of SPO security requirements and conduct OCONUS security site survey and secure storage evaluations of FMS customers installations and facilities.
    • Provide guidance and assistance as-needed to meet NISPOM and DoD 5200.01, Vol 3 requirements in preparation for Defense Technology Security Administration (DTSA) certification.
    • Provide support to test and analyze systems in classified program areas, up to and including TS, special access, and SCI facilities, and shall recommend corrective action. The Contactor shall analyze, system vulnerabilities, possible tampering, and an intruder's capability to compromise the system (e.g., by-pass).
    • Assist the program office by applying experience and expertise to the analysis of broad system security issues common across all AFLCMC programs.
    • Perform administrative tasks necessary to support security operational functions.
    • Provide security-related technical assistance to AFLCMC/WAM organizations, groups, and committees for briefings and conferences.


Requirements

  • Clearance: Top Secret
  • Master's or Doctoral Degree in a related field and a minimum of 10 ten years of experience in the respective technical / professional discipline being performed, at least five of which must be in the DoD or
  • Bachelor's Degree in a related field and a minimum of 12 years of experience in the respective technical/professional discipline being performed, five of which must be in the DoD or
  • Fifteen years of directly related experience with proper certifications, eight of which must be in the DoD
  • Must have a minimum of 10 years Security experience
  • Recommend either Level 1 certified in the Defense Security Service (DSS), Security Professional Education Development (SPED) Program or currency with other DSS training pertaining to information, personnel, industrial and physical security programs through DSS
