Position Summary

The Network Engineer plans, supports and evaluates complex existing network systems and makes recommendations for resources required to maintain and/or expand service levels. This resource will provide highly skilled technical assistance in network planning, engineering and architecture. Also provides and develops technical standards and interface applications; identifies and evaluates new products; provide solutions for network problems. Interfaces with internal/external customers and vendors to determine system needs. Plans and incorporates how new network resources and applications will exist on the network. Provide monthly metrics for network availability and bandwidth usage as well as other metrics as requested.

Responsible for network capacity planning. Use network management tools to discover, map and maintain the network. Responsible for network equipment OS and version upgrades. Responsible for conducting research of new technologies and implementation strategies. Monitor and maintain network interfaces to ensure their highest level of performance and makes modifications and enhancements as needed. Responsible for documenting procedures and keeping network diagrams and related material up to date. Handle escalated user problems, questions, and request on network issues. Work with other groups within IS to resolve network related issues as needed.

Essential Duties & Responsibilities:

  • Provide network management and operational support to, monitor network performance, identify potential problems, and perform resource load balancing.

  • Troubleshooting to ascertain maintenance requirements for all equipment incorporated into the

  • network, configuration management, and system integration of new and existing users.

  • Conduct analyses of network functions and failures in an effort to isolate problem areas, determine and perform required corrective actions, and then define and document configurations.

  • Potentially conduct off-site support for network equipment outside NMCP.

  • Provide on call support as needed to provide network management and operational support.

  • Ensure that the information resources contained on supported networks are restorable in the event of equipment failure.

  • Resolve problems that may require opening trouble tickets with the GSC helpdesk via their Service Now ticketing system.

  • Install user requested data communications hardware and software.

  • Maintain effective documentation regarding the network configurations within the command.

  • Provide support in maintaining the Command's Ethernet and Gigabit Ethernet Local Area Network (LAN).

  • Provide Agency support in planning and installing new communications technologies.

  • Maintain effective documentation regarding the Ethernet LAN/ATM Wide Area Network (WAN).

  • Provide technical support to over 6,000 users who access the computer systems.

  • Install computer/communications cable from the computer room and punch-down block locations with the Command to various locations.

  • Configure internal and external switches.

  • Maintain documentation covering the entire Command to include the Tricare Prime Clinics (TPCs) and Branch Medical Clinics (BMCs), and support activities cabling diagrams and document changes in hardware configuration or placement.

  • Troubleshoot, inspect, repair, and replace parts to computer cabling configurations throughout the entire medical facility. Trace problems and repair broken or frayed wire, proper electrical contacts, and connections.

  • Survey installation area to determine requirements, materials and work methods to install, or modify computers and peripheral equipment. Isolate future problems. Replace and reconfigure all malfunctioning routers, switches and internal CSU/DSUs.

  • Notify vendors of software/hardware problems and the need for maintenance and provide technical support to correct hardware or communications problems. Test installed equipment connected via Ethernet, twisted pair, and single and multimode fiber.

  • Trace circuits and replace parts as necessary.

  • Provide technical support in receipt and shipment of computer/network hardware and reconcile inventory.

  • Participate in conducting hardware inventories using an automated inventory system as directed. Provide technical support to functional users in identifying any hardware/communications problems they may encounter.

  • Identify necessary supplies to be ordered such as cables and other necessary communications equipment. Monitor, diagnose, and troubleshoot network traffic and protocols using a network sniffer, or similar device.

  • Install, maintain/document, and configure/expand network cable plant.

  • Maintain HP OpenView, Network Management Information System (NMIS) software, MRTG and What's Up Gold management platform.

  • Network configuration management.

  • Install, configure, and manage network applications and hardware, to include, routers, switches, firewalls, and any other network topology equipment.

  • Responsible for complex tasks relating to network monitoring, operations, multi-user environments, installation of local, and off-site and/or remote locations.

  • Responsible for installation, maintenance, and usage of the LAN.

  • Manage LAN/WAN performance and maintain security.


Education, Certification & Experience Requirements

Education Required:

  • High School Diploma

Required Certification (at a minimum):

  • Security+ certification

  • Cisco Certified Network Professional (CCNA) - no more than 2 years old


Experience Required:

  • Minimum of four years of general IT experience, of which three must be specialized in one or more of the following areas:

    • Network routing and switching hardware.

    • Network design, installation, and support.

  • Minimum of one year configuration experience with the following equipment:

    • Brocade/Cisco series switches.

    • Nortel Ethernet Routing Switch 8600 series.


Knowledge, Skills & Abilities:

Required:

Proficiency in the following areas:

Knowledge:

  • Knowledge of network management principles, methods, and tools to monitor performance, conduct load balancing, and ensure system availability.

  • Knowledge of network routing and switching hardware including Cisco, Brocade, and Nortel devices.

  • Knowledge of communications protocols including OSPF, TCP/IP, Ethernet 802.3, CSMA/CD 802.11i, LDAP, DHCP, and DNS.

  • Knowledge of LAN/WAN technologies, Ethernet and Gigabit Ethernet, ATM, and network topology equipment including routers, switches, and firewalls.

  • Knowledge of cabling systems including shielded/unshielded twisted pair and fiber optic cabling standards.

  • Knowledge of configuration management principles and practices for network hardware, software, and documentation.

Skills:

  • Skill in analyzing and troubleshooting network functions, failures, and performance problems to isolate issues and apply corrective actions.

  • Skill in installing, configuring, and managing network hardware and software including routers, switches, firewalls, CSU/DSUs, and communications devices.

  • Skill in documenting network configurations, cabling diagrams, and changes in hardware/software placement.

  • Skill in performing cable installations, inspections, repairs, replacements, and testing of Ethernet, twisted pair, and fiber optic systems.

  • Skill in opening, tracking, and resolving trouble tickets through Service Now systems.

Abilities:

  • Ability to provide operational and on-call network support users across enterprise and remote environments.

  • Ability to manage LAN/WAN performance and implement security measures to protect data integrity and availability.

  • Ability to install and integrate new communications technologies into existing infrastructures.

  • Ability to restore network and information resources in the event of equipment failure through proper redundancy and backup procedures.

  • Ability to maintain effective documentation and records for network configurations, cabling plants, and hardware/software changes.

  • Ability to provide technical support for functional users, troubleshoot communications problems, and deliver solutions independently or with vendor coordination.

  • Ability to manage multiple complex tasks simultaneously in multi-user, distributed, and remote environments.


Working Conditions/Working Environment/Physical Demands

  • This position is performed in a professional environment, remote/home office setting, or on-site government facility, as required by the contract.

  • Standard work schedule is Monday through Friday, during normally scheduled business hours, with occasional evening or weekend work required to meet critical deadlines.

  • Work involves extensive computer and secure network use, including periods of prolonged sitting, data entry, and screen time.

  • This role requires working independently with minimal supervision, while also collaborating virtually or in person with CCS teams, subcontractors, and government stakeholders.

  • Occasional travel may be required for customer meetings, training, or project-related activities.

  • May require participation in a rotating schedule for off-shift and weekend work.

  • On-call availability for critical escalations and emergency situations
