This position requires staff to be in-person at the DHS client site in Washington, DC (Anacostia metro station) and at additional locations in the National Capital Region as needed in accordance with the requirements of the contract five (5) days per week. Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

Role functions may include:
- Partnering with government stakeholders to develop strategy and processes for enabling development, acquisition, training, and deployment of cUAS technologies.
- Preparing technical and programmatic briefing materials to the specifications of leadership, tailored to the appropriate audience, ranging from technical experts, organizational leaders, stakeholders and partners, and the general public
- Providing regular updates to leadership on the status of efforts, stakeholders, events, and accomplishments
- Participating in meetings with senior stakeholders including DHS leaders, interagency partners, and private-sector vendors, to record and distribute minutes and action items, and increase efficiency and productivity
- Monitoring project performance and reviewing deliverables to ensure technical, programmatic, and financial goals and objectives are met and identify possible program risks.
- Assisting with the development and administration of contracts, to include tasks such as: development of solicitation material, administration of source selection reviews, and assessment of technical solutions.
- Developing procurement packages, and their associated elements, to fund specific activities.
- Developing budget execution plans that enable S&T objectives
- Organizing, directing, and coordinating planning and production of all activities associated with assigned task order projects.
- Providing data collection and analyses of user requirements of existing and emerging systems, capabilities, and technologies.
- Performing routine tasks including, but not limited to, scheduling, writing internal memos, maintaining and updating Program Management records, filing, intranet website maintenance, preparing and reviewing presentations, records maintenance, and coordinating daily operations of the assigned program.
- Assisting with planning technology transitions to the respective operational customer.
- Attending meetings, workshops, conferences, and program reviews at the direction of the program or project manager to provide programmatic and technical review, record meeting minutes, and contribute to the program management dialogue with performers.
- Providing assistance in managing and responding to program-aligned Executive Secretary data calls, compiling information, and preparing information for reporting to senior leadership.
- Supporting the identification, assessment, evaluation, and testing of existing and emerging technologies, systems, and capabilities, including: coordination with related government, academic, and industry programs; attending meetings and symposia; coordinating meetings and programs reviews; and supporting program advocacy including development and production of presentation materials.
Required Qualifications
- Advanced degree and 5 years of relevant experience. Or Equivalent credits/certifications and 10 years of relevant experience.
- Eligibility to receive DHS Suitability.
- TOP SECRET clearance.
Desired Qualifications
- Degree in and/or experience in systems, electrical, or other relevant engineering discipline, or prior experience with radar systems, signal processing, RF detection, electronic warfare, drone technology, and counter-drone solutions.
- Demonstrated experience providing program management and analytical support to programs and projects serving DHS Mission Areas.
- DAWIA Certification
- Experience in design, development, testing, fielding, and sustainment of a Counter-Unmanned Aerial System (CUAS)
- Experience facilitating resolution of customer requirements/needs, including helping to identify and document capability gaps, formulate and develop solutions, and participate in and contribute to strategic discussions.
- Experience monitoring project development performance and reviewing deliverables to ensure technical, programmatic and financial goals and objectives are met and identify possible program risks.
- Experience providing compelling and constructive guidance to leadership to ensure objectives are met.
- Excellent written skills, communication, collaboration, and presentation skills. Proven results-oriented problem-solving abilities. Experience with presentation graphics and/or spreadsheet tools.
- Experience with project tracking, collaboration, and work management tools such as Excel, Sharepoint, PowerBI, and MS Teams.
- Experience providing guidance, feedback, and consulting services to federal program managers or similar roles.
- Experience developing effective communication materials such as presentations, memos, and project plans.
- Experience developing and maintaining budgets and prioritizing resources.
- Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.
- Experience preparing and reviewing presentations, reports, project schedules and weekly status inputs.
- Experience supporting the development and production of architectures, organizational charts, and operations plans and procedures, to include program Standard Operating Procedures.
- Experience supporting DHS components and agencies either operationally or through project management.
- Active Security Clearance and DHS Suitability are preferred.
