The Senior Consultant provides strategic program, technical, financial, and operational support to DIS systems in compliance with contractual, federal, and departmental requirements.
Key Responsibilities:
Monitor project performance (schedule, scope, resources, financials, and reporting) to ensure compliance with contract Performance Work Statements.
Support performance planning, metrics development, data analysis, and reporting; identify challenges and recommend measurable performance indicators.
Assess technical and programmatic issues, investigate complex problems, and provide actionable recommendations to DIS and the COR.
Plan, execute, and report on system verification and validation activities, including functional, performance, regression, and user acceptance testing.
Develop independent test plans, review test artifacts, and verify system deliverables throughout the SDLC.
Assess compliance with federal IT policies and reporting requirements (e.g., CPIC, OMB guidance); track impacts of emerging policies and technologies.
Support configuration management, including preparing and tracking change requests through the Configuration Control Board.
Develop and manage technical program communications, presentations, outreach, and change management activities.
Provide end-to-end financial management support, including budgeting, billing, reconciliation, forecasting, and financial risk analysis.
Maintain program documentation, task management plans, data calls, and required reports (weekly, monthly, quarterly).
Support web content management, usability analysis, user feedback collection, and website performance metrics.
Establish and maintain electronic records management in accordance with government policies.
Manage program risk by maintaining risk frameworks, registers, dashboards, assessments, and mitigation strategies.
Qualifications:
Extensive experience in federal program consulting, IT systems support, and stakeholder engagement.
Strong expertise in performance management, testing and validation, financial oversight, and compliance.
Proven ability to communicate complex technical and programmatic information to senior government leadership
