THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION
The primary purpose of the TRAFFIC MANAGEMENT SPECIALIST, GS-2130-9, is to serve as a Distribution Traffic Management Specialist, which provides technical expertise, support and execution relating to the movement of equipment, supplies, and personnel for both peacetime and wartime. Manages, directs, develops, plans, and analyzes Deployment and Distribution programs.
The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.

Qualifications
TRAFFIC MANAGEMENT SPECIALIST, GS-2130-9: Must have at least one year of specialized experience, equivalent to at least the GS-07 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Managing or participating in managing a transportation or traffic program involving an operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, operating a transportation system to provide common carrier types of services to shippers, and procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities.

This is an Excepted Service position. Applicants who currently hold a Competitive Service status and is offered a position with the California National Guard, will lose their Competitive Service status to become Excepted Service. - Inspects, or provides for inspection of, commercial carrier terminals to locate and expedite delivery of astray government shipments. Ensures carrier capability complies with government requirements and specifications. Monitors and ensures proper handling, packaging, and shipping of arms, ammunition and explosives (AA&E), Controlled Cryptographic Items (CCI), and classified/sensitive items.
- Reviews the travel arrangements provided by the Travel Services Contractor ensuring that special fares and/or discounts are utilized when feasible. . Advises travelers on entitlements and responsibilities and manages the processing of refunds for unused commercial tickets into the government accounting system. Ensures all travel requests are accompanied by approved travel orders and reconciles billing of requested travel services. Reconciles and validates the monthly billing for commercial air travel Centrally Billed Account (CBA) and submits it for payment.
- Analyzes and advises on transportation considerations relative to the domestic and international movement of equipment, supplies, and personnel via all commercial transportation modes. Analyzes traffic data and characteristics to determine areas of potential improvement and makes recommends for changes to the Traffic Manager; identifies economic and efficient uses of transportation; and projects mission transportation requirements. Obligates and executes funding for the commercial transportation mission.
- Assist in the development of, maintains, and exercises the commercial traffic functions of mobilization plans, as well as training programs for managers and mobilization augmentees on related transportation subjects. Makes recommendations for changes in local policies and procedures to support the economical movement of contractually procured materials from vendors. Interprets and enforces Federal, State, and local regulations concerning the movement of hazardous materials and general commodities through various modes of carriage.
