Duties
The primary purpose of this position is: To serve as a command headquarters level senior air transportation operations specialist, applying Air Force military rated aviator experience, to plan, direct, organize and determine necessary policies, regulations, directives, instructions, programs, projects, doctrine, methods and procedures of assigned major command air operations services/program/project/study/plan and air transportation operations system.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions Transportation Operations Series 2150.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated Mastery knowledge of Air Force transportation operations policies, concepts, principles and methodologies applicable to air transportation operations under peacetime and wartime conditions. Expert knowledge of organizational missions, objectives, and procedures; the relationship with and support requirements of other program areas, and the regulatory framework in which the transportation operations program operate. High degree of skill when applying transportation operations knowledges to the management of the command in analyzing and resolving very complex or sensitive problems and the implementation of new developments and technology to the assigned program area.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Knowledge of and skill in the applications of Air Force rated aviator (e.g., pilot, navigator) expertise as it applies to the assigned air transportation operations area. Knowledge of a wide range of qualitative and/or quantitative analyses of data associated with the transportation feasibility process. Knowledge of Air Force and DOD air transportation operations policies, procedures, and programs as they relate to command goals and objectives. Ability to evaluate the effectiveness of planning actions related to projected and actual events. Knowledge of the relationship of the various command entities involved in air planning and execution of military operations. Knowledge of air operations involving air assets, en route infrastructure, and employment of mission support forces; Skill in designing and conducting comprehensive studies, and preparing/presenting solutions to especially broad, important, and severe military operational and contingency areas. Ability to plan, organize and lead others in air transportation operations studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures; Ability to communicate effectively both orally and in writing, negotiates complex issues, and maintains good working relationships; Knowledge of assigned weapon systems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.

- Applying Air Force military rated aviator experience, serves as a senior command technical expert and focal point for air transportation operations policies, operations, requirements.
- Leads or participates as a command air transportation operations technical expert in interagency groups to resolve problems regarding air feasibility issues.
- As one of the command's expert air transportation operations project officers, applies a high degree of insight to isolate, identify, and define critical challenges to effective long-range air operational strategy concepts and plans.
- Directs, plans and organizes team study work to perform command functional area review of assigned air transportation operations for peacetime and wartime conditions to ensure proper air planning and execution of military operations and to determine the capabilities, limitations, constraints and the impact on air assets and operations.
