The Opportunity:
Tetra Tech is seeking a Civil Engineer to support the U.S. Department of State’s Bureau of Overseas Buildings Operations (OBO) at the U.S. Embassy Baghdad in support of the Power Plant Remediation Project (PPRP). The Civil Engineer will provide on-site technical leadership and construction quality assurance, ensuring civil and structural work complies with U.S. codes, approved design documents, and OBO standards throughout the duration of the project.

Project Summary:
Tetra Tech provides engineering and construction management support to the U.S. Department of State’s Bureau of Overseas Buildings Operations (OBO) at the U.S. Embassy Baghdad, one of the largest and most operationally complex U.S. diplomatic compounds. The Embassy includes extensive office, residential, security, and utility infrastructure supporting continuous mission operations.
Project activities at Embassy Baghdad focus on electrical system remediation, power generation and distribution improvements, and upgrades to mission-critical utility systems, including power plant facilities and associated electrical infrastructure. These efforts are intended to address operational deficiencies, improve system reliability, and ensure compliance with U.S. codes, OBO standards, and Embassy performance requirements.
The project is anticipated to span up to thirty-six (36) months, with work performed continuously throughout the period of performance. All activities are conducted within occupied, high-security facilities, requiring strict adherence to Embassy safety, security, and operational protocols. The assignment requires sustained on-site engagement in a challenging overseas environment to support uninterrupted embassy operations.
Position Summary:
This 36-month assignment at the U.S. Embassy Baghdad, Iraq requires a seasoned Civil Engineer with a minimum of seven (7) years of hands-on construction experience. The incumbent will provide civil and structural engineering expertise, perform inspections of ongoing construction and remediation activities, assess compliance with U.S. codes and OBO standards, and serve as a key technical advisor to OBO onsite leadership in support of power plant and utility infrastructure improvements.
Responsibilities:
• Conduct comprehensive inspections of civil and structural systems.
• Verify contractor adherence to design documents, specifications, and U.S. codes.
• Review engineering drawings, design narratives, and calculations for compliance.
• Evaluate contractor submittals and shop drawings for technical accuracy.
• Monitor construction progress and quality assurance programs.
• Prepare weekly progress reports and provide technical assessments and recommendations.
• Ensure issues are addressed through coordination with the Project Director and/or Construction Manager.
• Observe field construction and assess whether construction elements are installed and executed correctly.
• Identify and document non-compliance issues, evaluate contractor remedies, and recommend solutions.
• Maintain current knowledge of U.S. standards, acceptable materials, and building practices.
• Support commissioning activities and post-construction punch list development.
Qualifications
• Bachelor’s degree in Civil Engineering from a U.S.-accredited institution (Accreditation Board for Engineering and Technology (ABET) or equivalent), required.
• Minimum of seven (7) years of vertical construction site experience (e.g., embassies, consulates, multi-story office buildings, residential or mixed-use complexes, government or institutional buildings, secure facilities, data centers, hospitals, command centers, or similar vertical structures), required.
• Active U.S. Secret Level Security Clearance, required. Must be active for this position.
• Excellent verbal and written communication skills.
• Strong Microsoft Office skills.
• Overseas construction experience preferred.
• Professional Engineering License (PE) preferred.
• Familiarity with international codes and cross-functional engineering coordination.
