Position Summary
The Financial Management Analyst role provides functional/technical policy, SOP and business process review and development assistance to the Defense Health Agency (DHA) Financial Operations Division (FOD) civilian and contractor personnel. Specifically:

Essential Duties & Responsibilities
  • Review and provide insight to organizational policy under direction of civilian clients, as needed
  • Assist government clients with the development of financial or technical policy as it relates to supporting the Military Health System (MHS), Defense Health Agency (DHA) and FOD
  • Assist FOD government leadership with reviewing current business processes (as-is) and writing/updating Business Processes, Standard Operating Procedures (SOPs), and Desktop Guide documents (to-be) and IT systems across the organization
  • Assist FOD government leadership with Share Drive Folder Management
  • Review MTF transition strategies and current policies in place to develop guidelines for transition success, provide insights, advisement and feedback to Civilian leadership
  • Schedule meetings with FOD leadership to review current DHA, financial and IT policies and advise accordingly
  • Develop financial management policy for the Accounting Operations branch and the Budget Execution branch of DHA J8 FOD
  • Review and update current policy, provide to Defense Health Agency (DHA) stakeholders, collect and incorporate feedback
  • Assist DHA FOD with updating policy to align with system changes, business process changes and organizational changes
  • Gather information regarding organizational changes that will impact DHA J8 FOD and advise J-8 government leadership
  • Draft, review, distribute policy and associated policy documentation (process flows, job aids) as well as participate in policy creation groups across DHA such as the BPSP, GGB and Financial Policy Sync (FPS) working groups
  • Prepare year end documentation: Allotment and Delegation letters (prior to YE close out) and Certification Packages for fund centers under FOD
  • Work with Publishing office/FOD Chief admin to coordinate review of new/updated policies by groups across all of DHA
  • Ability to do client travel as needed


Education & Experience Requirements

Education
  • Bachelor's Degree in Communications, English, Technical Writing, Financial Analysis, Accounting, Business or other related/allied discipline, or other relevant experience.

Experience
  • General knowledge of DoD financial management, accounting operations, budget execution, and GFEBS
  • Strong technical writing skills and ability to use Microsoft suite of products
  • 3-year minimum experience in DoD policy development, review and facilitation
  • Knowledge of commonly used DoD, and Federal budgetary, financial and practical accounting methods, practices, procedures, regulations, laws, policies and precedents
  • Strong communication skills, both written and oral
  • U.S. CITIZENSHIP REQUIRED. MUST BE ABLE TO COMPLETE AND PASS A NATIONAL AGENCYCLEARANCE INVESTIGATION (NACI) BACKGROUND CHECK FOR SYSTEM ACCESS AND CREDENTIALS.
