Duties

As a SEXUAL ASSAULT RESPONSE COORDINATOR (SARC), GS-0101-12, you will coordinate response activities when a sexual assault is reported within their area of responsibility. Responsible for assigning, monitoring, managing, and documenting victim assistance and advocacy activities performed by the Sexual Assault Prevention and Response SAPR Victim Advocates VA at the tactical e.g., command level, SARCs will serve as team leads for SAPR VA teams. SARCs are authorized to perform sexual assault victim advocate duties and will provide a non-clinical response that is trauma-informed, gender-responsive, culturally competent, and recovery-oriented. Incumbent will be notified of all reports of sexual assault within their AOR. SARCs will report to, be supervised, and evaluated by, and have direct and unimpeded access to the Supervisory Principal SARC.SARCs will also have direct and unimpeded access to the Commander when acting on behalf of the Supervisory Principal SARC or when a victim is experiencing a safety issue.

Serve as the single point of contact to coordinate response activities and oversee both military and civilian SAPR VAs in providing a non-clinical response to adult victims of sexual assault that is trauma-informed, gender-responsive, culturally competent, and recovery-oriented within their AOR.

Ensure that SAPR VAs are applying best practices associated with victim advocacy, social service principles, and behavioral theories.

Apply basic strategies for skilled communication, including developing rapport and actively listening, to perform essential victim advocacy and support duties for adult cases of sexual assault as outlined in Department of Defense and Service policy, to include conducting risk screenings and non-clinical safety assessments, coordinating with relevant on-base and off-base resources, accepting official reports of sexual assault, and preparing the "Victim Advocate Recommendations to the Commander" in the absence of a SAPR VA or as requested by the victim in accordance with policy.

This work involves Privacy Act and Controlled Unclassified Information and is therefore highly sensitive in nature.

Serve as the single point of contact for command notification regarding sexual assault reports within their AOR and have unimpeded access to the victim and subject's Commander. Provide expert guidance to SAPR VAs on the completion of the "Victim Advocate Recommendations to the Commander," finalize the recommendations package and provide to victim's Commander for decision.

Guide SAPR VAs in their efforts to implement mandatory standardized risk screening protocols to address immediate and ongoing risk and safety concerns and develop tailored interventions that address the needs of individual victims.

Advise SAPR VAs on how to prioritize confidentiality and informed consent standards when advising the victim on the purpose of any information shared during each interaction, ensuring to advise the victim on the protections and exceptions to confidentiality per Military Rules of Evidence 514 "Victim Advocate - Victim Privilege," and DoD Sexual Assault Advocate Certification Program Professional Code of Ethics, and applicable guidance.

Inform victims of the resources available and manage reports of retaliation, reprisal, ostracism, maltreatment, or to request a transfer in accordance with DoD and Service policy.

Ensure victim assistance and follow-up contact is provided by the SAPR VA until offense disposition is complete or the victim no longer wants to receive SAPR services.

Assist victims to identify and prioritize referrals and SAPR program resources tailored to their unique needs, prioritizing victim self-determination and informed decision making. Employ complex trauma-informed practices to provide emotional support, ensuring victims feel respected, heard, and understood.

Provide culturally responsive services that empower marginalized individuals and adapt support strategies to align with the cultural, social, and personal contexts of each victim.

Manage SAPR cases and referrals, to include data entry of official reports of sexual assault and SAPR Related Inquires into the Defense Sexual Assault Incident Database within the applicable timeframes, ensuring compliance with DoD and Service policies, legal requirements, and guidelines ensuring a high level of data quality.

Advise applicable internal and external stakeholders, including other SAPR personnel, law enforcement, legal professionals, healthcare providers, and community organizations to facilitate a cohesive approach in sexual assault cases and foster collaboration.

Serve as a SAPR subject matter expert in interdisciplinary meetings and initiatives within the AOR and in the community as assigned by the Supervisory Principal SARC.

Performs other duties as assigned.

CONDITIONS OF EMPLOYMENT & NOTES:

1. Must complete required security clearance.

2. Within six (6) months of appointment, must graduate from required SAPR training courses and be awarded the DoD Sexual Assault Advocate Certificate. An active D-SAACP certification must be maintained for this position.

3. Incumbent must maintain an active D-SAACP certification in accordance with (IAW) Section 584 of Public Law 112-81 and DoD Instruction (DoDI) 6495.03 as a condition of employment. In the event that D-SAACP certification expires, is suspended or is revoked, the individual is not authorized to serve in any SAPR position or perform SAPR duties until D-SAACP certification is reinstated. Failure to maintain certification may result in disciplinary and/or adverse action up to removal from federal service.

4. Incumbent must be able to work other than normal duty hours, to include evenings, weekends, and holidays, on an on-call or rotational basis. The on-call or rotational status requires that SAPR VA work hours could vary, to include a requirement to be available 24/7, to respond to calls received via the helpline, from military or civilian law enforcement or from the military treatment facility or local hospital.

5. This position may require temporary duty (TDY) business travel up to 25% of the time. Must possess a valid driver's license and have the ability to operate a motor vehicle should the need arise to operate a government vehicle/motor pool vehicle. May require travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.

6. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

7. This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment. Note: The caveat is that the states, territories, and the district cannot drug test until a drug free workplace policy has been established and approved by the United States Department of Health and Human Services.

Qualifications

GENERAL EXPERIENCE : All on-board NG Title 5 Excepted Service employees assigned to Title 5 Excepted Service SAPR Program, must be certified at the next higher grade-level before considered as eligible for merit promotions to Series GS-0101 SAPR Program positions; and, must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. However, a new hire applicant (to include an on-board Title 32 or a Title 5 Competitive Service employee who is employed in a different series' position) must have at least two years on-the-job experiences that are commensurate or equivalent to SAPR Program business, with demonstrated understanding of the principles and concepts defined by a practical knowledge of family programs, military community services, victim advocacy and/or associated functional areas.

In addition, the following basic qualification factors are required and must be reflected on your resume:
  • Skilled in collecting and analyzing data effectively, efficiently, and accurately;
  • Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication;
  • Ability to write English in reports and presentation formats;
  • Ability to communicate clearly and effectively;
  • Skilled in presenting formal training presentations and briefings;
  • Ability to assess body language and perceive emotional and/or distress levels; and,
  • Skilled in applying procedures and directives by reading and interpreting program material.

SPECIALIZED EXPERIENCE : To qualify for the GS-0101-12 Wing SARC position, the applicant must have at least 24 months of military and/or civilian specialized working experiences, education, and training that resulted in competent and expert knowledge levels of the Wing SAPR program's principles and practices. Must have specialized experiences working with the Department of Defense (DOD) requirements, developing and managing prevention and support programs and activities for sexual assault; and other areas of interpersonal violence and victim needs. Skilled in performing consultant and coordinator duties that involved sexual assault prevention activities and training the Air Force core values (integrity, excellence and service before self) as related to human relations activities. Experienced in developing, planning, and publishing action plans, programs, guidelines, and budgets geared to the installation population and organization to address sexual assault prevention and response. Skilled in monitoring and reporting all Wing SAPR incidents into the Department of Defense Sexual Assault Incident Database (DSAID). Competent in assessing and reporting the ANG Wing SARC program's processes, procedures, contacts, and training necessary to carry out the program and meet DOD and Air Force objectives. Experienced in working, briefing, and publishing the Wing SARC program's plans, milestones, and evaluation measures, using valid and formal metrics that ensured success in meeting goals and objectives. Skilled and knowledgeable in developing and implementing communication strategies at the installation, that expanded awareness of sexual assault. Experienced in the Family Advocacy Office (FAP) work objectives and business programs that addressed and managed intimate partner violence. The applicant has a working knowledge of Equal Opportunity Office and experienced in addressing unlawful discrimination as it relates to the continuum of harm. Must have specialized experiences in completing SAPR procedures in regard to physical and/or psychological trauma of sexual assault and the investigative and legal aspects of adult military sexual assault. Knowledgeable of military organizations, mission impacts, military life-styles, civilian resources, and traumatic situations that may contribute to individual and interpersonal stress, working environment problems, or crisis. Experienced in managing or responding to crisis intervention for sexual assaults. Capable of professionally expressing oneself orally and in-writing. Specialized working experiences included interacting with diversified groups, individuals, and organizations. Experienced in developing, executing, and maintaining effective professional relationships; and, skilled in identifying potential problems and initiating problem-solving techniques. Experienced and competent in presenting formal and informal program briefings to senior leaders. Skilled in preparing written technical reports, briefings, and training plans for all levels of leadership that include data analysis, evaluation charts, training progress and coverage, with gap-analysis reviews. Competent to instruct and facilitate the training of SAPR programs. Skilled in performing and managing the administrative duties and tasks of the SAPR programs. Competent in developing specialized training materials with the ability to deliver effective interactive trainings. Experienced and knowledgeable in the sexual assault and domestic abuse prevention policies, regulations, and statutory requirements in the military or civilian sectors. Experienced in completing statistical trends analysis and reporting to NGB. Competent in understanding DSAID or similar data-bases. Meets Tier 3 screening requirements for access to the Defense Sexual Assault Incident Database (DSAID), or similar data-bases; and, experienced in complying with the rules for documenting cases within prescribed time frames. Experienced in screening, interviewing, training, and monitoring appointed or volunteer collateral duty Victim Advocates. Skilled in collaborating with military and civilian law enforcement and criminal investigative units and the Office of Special Investigation (OSI) to establish protocol and procedures that ensured 24-hour notification of a victim advocate in all incidents of alleged sexual assault, participation in safety planning, and in the establishment and modification of safety measures. Skilled and experienced in working complicating factors at the installation. Skilled in writing and coordinating Memorandums of Understanding (MOU) or Memorandums of Agreement (MOA) with appropriate authorities and community resources that established and ensured desirable standards of care for Air Force personnel seeking off-base support. Competent in collecting and maintaining up-to-date subject information and references to the various assistance organizations and experienced in publishing additional resources to the installation personnel. Experiences included continuous interfaces with local and state authorities, Joint Force Headquarters (JFHQ) SARCs, as well as with other AF Major Commands (MAJCOMs), as appropriate.

Education

All Wing SARC, GS-0101-12 applicants must provide official transcripts from accredited universities or colleges . College degree coursework and pertinent volunteer experience, in fields associated with the GS-0101 Series' social science program disciplines, are acceptable qualification elements only where it clearly provides applicants with the background education and competencies necessary for successful job performance such as, studies in the Sociology, Psychology, Social Welfare, Education, or Human Resources.

Successful completion of a full four-year course of study in an accredited college or university that resulted in a bachelor's or higher degree that included a major field of behavioral study or social science study or a related study discipline. Must have completed three years of progressively higher level graduate education leading to a PH.D. Degree or equivalent doctoral degree. In situations where the applicant's college transcripts did not indicate specific course requirements, the number of semester hours required to constitute a major field of study is the amount specified by the college or university attended. If the specific course requirements are not clarified, apply 24 hours of behavioral study, social science study, or a related study discipline as equivalent to a major field of study. The nature and quality of this required course work may serve as a prerequisite for more advanced studies in the field or subject-matter area. Related course work generally refers to courses that are accepted as part of the program major.

Combining Education and Experience: An appropriate combination of education and experience generally requires that an applicant possess a core of educational credit in behavioral study, social science study, or a related study discipline; plus , additional education and/or experience.

The quality of the combination of education and experience must demonstrate that the applicant possesses the full range of competencies, knowledge, skills, abilities, and behaviors, required to perform GS-0101-12 Wing SARC occupation business. The combination must align and demonstrate factors and evidence that are directly comparable to a successfully completed four-year degree in a course of study with a major in behavioral study or social science study; or, in a course of study with a major in related study discipline. In addition to courses in the major discipline or related fields, a typical college degree will include courses that developed logic, analysis, writing, critical thinking, research, and statistics. These courses provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the GS-0101-12 Wing SARC position. Therefore, creditable experience must have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation.
