The Rehancement Group, Inc. (TRG) is seeking a highly experienced Project Manager to provide leadership, oversight, and delivery assurance for Acquisition and Program Management Support Services supporting the U.S. Coast Guard Office of Acquisition Support and Systems Engineering Policy (CG-SID-9).

The Project Manager serves as the single point of accountability for contractor performance under Call Order 1, responsible for managing personnel, ensuring compliance with DHS and USCG acquisition policy, meeting all delivery timelines, and maintaining close coordination with the Contracting Officer's Representative (COR) and Office Chief. This role requires deep familiarity with the USCG acquisition lifecycle, strong executive communication skills, and the ability to manage a multidisciplinary support team in a fast-paced headquarters environment.

Client: U.S. Coast Guard - Office of Acquisition Support and Systems Engineering Policy (CG-SID-9)

Key Responsibilities:

Program and Contract Management (Primary Responsibility)

  • Serve as the primary interface between TRG and the Government for all Call Order activities.

  • Exercise full responsibility for planning, execution, staffing, quality control, and risk management across all PWS task areas.

  • Ensure all work is performed in accordance with the BPA PWS, Call Order 1 PWS, approved Project Plan, and COR tasking.

  • Lead development, submission, and maintenance of required management deliverables, including:

    • Project Plan

    • Monthly Status Reports

    • Business Continuity Plan (BCP)



  • Oversee compliance with staffing requirements, onboarding, security, training, and continuity of operations.

  • Direct and supervise contractor personnel, ensuring adequate coverage, surge support, and backfill as required.


Acquisition Policy, Process Development, and Governance Support

  • Interpret, apply, and provide expert guidance on USCG and DHS acquisition policies, processes, procedures, lessons learned, and best practices.

  • Monitor changes to DHS, DoD (as directed), and USCG acquisition policy and assess impacts to CG-SID-9 operations.

  • Lead and/or review findings and recommendations to improve acquisition program management, governance, and policy execution.

  • Oversee updates to CG-SID-9-sponsored acquisition policies in accordance with the USCG Directives System Manual, typically occurring on a 1½-2-year cycle.

  • Support policy and process development for non-major acquisition programs, ensuring alignment with MSAM, NMAP, and SELC frameworks.


Review of Acquisition Documents, Plans, and Policies

  • Provide oversight and quality assurance for contractor reviews of acquisition documents and plans, including but not limited to:

    • Program Plans

    • Integrated Logistics Support Plans

    • Systems Engineering Tailoring Plans

    • Operational Requirements Documents



  • Ensure findings and recommendations are accurate, defensible, and delivered within required timelines.

  • Review USCG, DHS, and DoD (as directed) acquisition policy documents and ensure consistent application across supported programs.


Executive Meetings, Scheduling, and Decision Support

  • Oversee contractor support for acquisition governance meetings, including:

    • Non-Major Acquisition Oversight Council (NMAOC)

    • Executive Oversight Council (EOC)

    • Executive Management Team (EMT)

    • Acquisition Executive Reviews (AER)



  • CG Acquisition Review Board (CG ARB)Ensure timely preparation of meeting agendas, decision-quality materials, and formal meeting minutes.

  • Ensure meeting minutes accurately capture decisions, action items, and approvals and are routed, approved, and filed in accordance with CG-SID-9 procedures.

  • Review weekly and monthly tracking reports related to meetings, actions, and approvals to ensure accuracy and completeness.


Reporting, Metrics, and Information Management

  • Ensure timely and accurate delivery of recurring and ad hoc reports, including:

    • Weekly and monthly status reports

    • Action item trackers

    • Acquisition Document Status Reports (ADSR)



  • Validate that reports reflect current program status, risks, milestones, and leadership priorities.

  • Oversee use of Government-provided templates, routing systems, and collaboration platforms (e.g., MS365, SharePoint, TMS, DCARS).

  • Coordinate with the COR and Office Chief to develop and maintain meaningful performance metrics.


Required Qualifications:

  • U.S. Citizenship is required.

  • Bachelor's degree in Program Management, Business, Engineering, or related field and a minimum of 8 years of experience supporting major acquisition programs, including at least 5 years as a program or project manager is required.

  • Demonstrated experience supporting federal acquisition programs (USCG, DHS, or DoD).

  • Strong familiarity with DHS Instruction 102-01, USCG MSAM/NMAP, and acquisition lifecycle governance frameworks is required.

  • Proven ability to manage teams, schedules, and deliverables in a firm-fixed-price environment.

  • Exceptional written and verbal communication skills, including preparation of executive-level documentation and reports is required.

  • Proficiency with Microsoft Office 365 and collaboration tools is required.

  • Ability to obtain and maintain DHS/USCG Public Trust / Suitability is required.

  • Ability to work onsite at USCG Headquarters with a minimum two-day onsite cadence is required.


Preferred Qualifications:

  • Prior experience supporting CG-SID-9, CG-9, or other USCG headquarters organizations.

  • Experience leading acquisition policy development or directive updates.

  • Familiarity with systems engineering, program protection, or lifecycle integration.

  • Experience supporting executive-level governance forums and senior decision makers.

  • Project Management Professional (PMP) certification.
