The Rehancement Group, Inc. (TRG) is seeking an Alternate Project Manager to support Acquisition and Program Management Support Services for the U.S. Coast Guard Office of Acquisition Support and Systems Engineering Policy (CG-SID-9).
This position is designated as Key Personnel and serves as the primary backup to the Project Manager, with full authority to act on behalf of the Contractor in the Project Manager's absence. The Alternate Project Manager plays a critical role in day-to-day execution, internal coordination, action tracking, document routing, and administrative oversight while also supporting leadership-level reporting, compliance, and continuity of operations.
The ideal candidate combines strong acquisition program support experience with exceptional organizational, communication, and coordination skills in a headquarters acquisition environment.

Key Responsibilities:
Deputy Program Management & Continuity of Operations
- Serve as the designated Alternate Project Manager with authority to act for the Contractor during the absence of the Project Manager.
- Support the Project Manager in managing daily execution of Call Order requirements across all applicable PWS task areas.
- Assist with staffing coordination, workload balancing, and surge coverage to ensure uninterrupted performance.
- Support development and execution of management deliverables, including inputs to the Project Plan, Monthly Status Reports, and Business Continuity Plan (BCP).
- Maintain situational awareness of all active tasking, risks, deadlines, and deliverable status.
Acquisition Support Expertise
- Apply a working knowledge of USCG and DHS acquisition processes, lifecycle phases, and governance structures to support executive meetings, document routing, action tracking, and reporting activities.
- Ensure acquisition-related agendas, meeting minutes, action items, and tracking products accurately reflect acquisition terminology, decision context, and approval pathways.
- Support the Office Chief and Project Manager by interpreting acquisition-related tasking and documentation requirements to ensure timely, accurate, and compliant administrative execution.
- Assist in identifying acquisition dependencies, sequencing considerations, and workflow impacts when tracking actions and coordinating task execution across CG-SID-9 activities.
Administrative Oversight, Task Tracking & Reporting
- Track and compile weekly and monthly reports of actions assigned to CG-SID-9 or by the Office Chief.
- Provide early notification of upcoming deadlines, identify past-due actions, and elevate risks to the Project Manager.
- Submit acquisition documents to DHS PARM and monitor status through completion.
- Maintain and update the Acquisition Document Status Report (ADSR), tracking document preparation, review, clearance, and approval phases.
- Validate accuracy and completeness of action item trackers, reports, and supporting documentation prior to submission.
Document Routing, Processing & Records Management
- Prepare, route, and track electronic document packages using USCG routing systems, including:
- Task Management System (TMS)
- Document Coordination & Routing System (DCARS)
- Manage correspondence distribution, filing, and version control in accordance with CG-SID-9 procedures.
- Ensure documents are properly formatted, routed, and archived in SharePoint and other designated repositories.
Meeting Coordination & Executive Support
- Coordinate scheduling and logistics for acquisition governance meetings and internal staff meetings.
- Reserve conference rooms and coordinate on-site meeting support at USCG Headquarters.
- Support preparation and tracking of meeting agendas, action items, and approvals.
- Assist with executive-level coordination to ensure timely follow-up on decisions and assigned actions.
SharePoint, Metrics & Office Operations Support
- Organize, maintain, and update the CG-SID-9 internal SharePoint site and Portal structure.
- Support onboarding of new Contractor personnel, including coordination of access requests and orientation materials.
- Assist in developing, maintaining, and reporting internal operational metrics for CG-SID-9.
- Triage external tasking, recommend assignment plans, and support Office Chief prioritization decisions.
Lessons Learned Database (LLDB) Support
- Support administration of the Lessons Learned Database (LLDB).
- Coordinate account requests for new users and ensure data accuracy and currency.
Training, Compliance & Performance Expectations
- Complete all required USCG and DHS training applicable to governance, meeting support, security, and IT access.
- Support compliance with security, onboarding, and documentation requirements.
- Deliver work that meets established performance metrics, including:
- Timeliness of task completion
- Responsiveness to Office Chief, COR, and Project Manager
- Accuracy and completeness of tracked actions and reports
- Clear, professional, and timely communication
Required Qualifications:
- U.S. Citizenship is required.
- Bachelor's degree in Program Management, Business, Engineering, or related field and a minimum of 8 years of experience supporting major acquisition programs, including at least 5 years in a program or project management role is required.
- Experience supporting federal acquisition programs (USCG, DHS, or DoD preferred) is required.
- Demonstrated experience with action tracking, document routing, and executive-level coordination is required.
- Strong organizational, analytical, and communication skills is required.
- Proficiency with Microsoft Office 365 and collaboration tools is required.
- Ability to obtain and maintain DHS/USCG Public Trust / Suitability is required.
- Ability to work onsite at USCG Headquarters with a minimum two-day onsite cadence is required.
Preferred Qualifications:
- Prior experience supporting CG-SID-9, CG-9, or other USCG headquarters components.
Familiarity with USCG systems including TMS, DCARS, SharePoint, and PARM. - Knowledge of USCG acquisition lifecycle frameworks (MSAM/NMAP).
- Experience supporting executive governance forums and senior leadership.
- Project Management certification (PMP or CAPM).
- DAU Acquisition level 2 (or above) certification.
