Job Title: Senior Engagement Manager

Location: Alexandria, VA (Hybrid On-Site 3+ days per week) with occasional travel to USCG Headquarters (Washington, DC) and Portsmouth, VA as needed.

Job Summary: Our client is seeking a top performing, hands-on candidate to embed immediately with the United States Coast Guard's C5ISC Business Operations Division (BOD). This role supports the Coast Guard's significant transition to a product-centric operating model grounded in Product Management best practices, Agile delivery (SAFe), and Site Reliability Engineering (SRE) principles. You will manage business relationships and understand customer and stakeholder challenges, while executing tactical deliverables that enable transformation. You will draft and create communications content and collateral, implement processes, and deliver quick wins without waiting for prolonged leadership buy-in. Additionally, you will drive and support corporate proposals and bids as needed to continue growing in the account space. In that regard, the successful candidate will be excited to work at a smaller firm where they can have a direct impact on the business, including leading strategic customer efforts, managing a team, overseeing financials, supporting a growing practice, and expanding across potential future Statement of Work (SOW) areas.

Qualifications:
  • Bachelor's degree required, Master's degree (e.g., MA, MS, MBA) preferred
  • 8-10 years of professional experience in program management, performance management, IT governance, or management consulting roles
  • Certifications (one or more strongly preferred; familiarity with all required):
    • PMP
    • CSM (or similar)
    • Lean Six Sigma (Yellow or Green Belt)
    • ITIL® 4
    • PROSCI® ADKAR
  • Public Trust with ability to obtain Secret clearance required; Active Secret preferred
  • Proven ability to execute tactical deliverables quickly and independently
  • Experience managing contract teams (8-15 personnel), program financials (budgeting, forecasting, burn-rate tracking), deliverable quality, and programmatic risks.
  • Familiarity with enterprise service management concepts and platforms such as ServiceNow.
  • Hands-on experience with creating processes and systems using Microsoft PowerPlatform tools including SharePoint Online.
  • Superb writing skills and ability to produce high-quality deliverables under tight timelines
  • Exceptional communication and stakeholder facilitation skills; high empathy and ability to influence and build trust quickly.
  • Federal mission support experience; exposure to USCG, DoD, DHS, or similar.
  • Experience with Agile frameworks (SAFe) and product management principles.
  • Familiarity with SRE concepts and operational reliability practices.
  • Experience with service strategy planning and ROI modeling.
  • Familiarity with maturity models and adoption roadmaps for organizational capability growth.

Responsibilities:
  • Manage business relationships with key stakeholders; understand challenges and priorities in the context of product-centric transformation.
  • Support roll-out of the product management model, facilitating government ownership by helping to define customers, service objectives and indicators, support boundaries, etc.
  • Draft and publish updated SOPs in SharePoint Online.
  • Create communications collateral (presentations, newsletters, stakeholder engagement materials).
  • Develop stakeholder engagement plans and templates.
  • Support Our Client's corporate proposals and bids as needed to grow in the account space.
  • Identify and develop account growth opportunities internal and external to the program
  • Facilitate governance meetings, publish agendas, track decisions, and maintain governance artifacts.
  • Build and maintain KPI dashboards; run data ETL processes; validate data quality.
  • Launch CPI initiatives; deliver Lean Six Sigma training artifacts; track improvement metrics.
  • Organize SharePoint repositories; apply metadata standards; ensure SOP version control.
  • Develop ADKAR-based change plans; create training decks and communication campaigns.
  • Support workflow design and process mapping; assist with ServiceNow configuration and testing.
  • Apply Agile (SAFe) principles to manage delivery backlogs, facilitate ceremonies, and ensure iterative value delivery.
  • Incorporate SRE practices to improve reliability and operational performance of IT services.
  • Maintain strong customer relationships and ensure alignment with mission objectives.
  • Report status, risks, and financials to both internal leadership and customer stakeholders.
