We are seeking a highly motivated Research Program Analyst (Technical Engineer) to support the planning, execution, evaluation, and transition of cutting-edge research initiatives. The ideal candidate will have experience working directly with scientists and technical teams, coordinating complex research and testing activities, and collaborating with stakeholders across the Intelligence Community (IC) and Department of Defense (DoD). This role requires strong communication skills, excellent organizational abilities, and a proven ability to manage multi-disciplinary technical projects from concept through operational deployment.

Responsibilities:
Research Coordination & Technical Support
- Work closely with scientists, engineers, and technical teams to coordinate research activities and evaluate research performance metrics.
- Support the design, execution, analysis, and documentation of research studies, experiments, simulations, and analytical efforts.
- Assist in assessing technical maturity, performance, and transition readiness of research efforts.
Algorithm Development & Data Analysis
- Support the development, evaluation, or integration of algorithms and models, preferably using AI/ML approaches such as graph neural networks (GNNs) and convolutional neural networks (CNNs) (excluding Large Language Model-only work).
- Analyze and work with complex data types, including Moving Target Indication (MTI), RADAR data, vector data, and other sensor-derived datasets.
- Rapidly learn and apply new data types, sensor modalities, and technical domains as required.
Testing & Evaluation (T&E)
- Plan, coordinate, and oversee Test & Evaluation activities for research and prototype systems.
- Develop test plans, evaluation frameworks, performance metrics, and training materials to ensure research outcomes meet operational objectives.
- Apply statistical and quantitative analysis methods to assess system and algorithm performance.
- Support the transition of research results into operational or fielded environments.
Communication & Reporting
- Prepare high-quality written reports, technical documentation, briefings, and presentations for both technical and non-technical audiences.
- Present research findings, project status, risks, and recommendations to government leadership, end-users, and external partners.
- Interface directly with operational end-users and customers to capture requirements, refine use cases, and support technology transition.
Project Management & Teamwork
- Plan, track, and report progress on complex, multi-disciplinary research and development projects.
- Maintain project schedules, milestones, and documentation to ensure timely and successful execution.
- Organize and coordinate technical exchange meetings, workshops, and working groups.
- Work effectively as part of a collaborative team, demonstrating strong teamwork and cross-functional coordination.
Experience Required:
- TS/SCI (will need to obtain a CI Poly)
- Experience coordinating research efforts and evaluating research performance metrics in collaboration with scientific and technical teams.
- Experience designing experiments, simulations, or analytical studies.
- Experience developing, executing, and analyzing Test & Evaluation (T&E) activities, including application of statistical analysis techniques.
- Experience developing, evaluating, or supporting algorithmic approaches, preferably AI/ML techniques such as GNNs and CNNs (LLM-only experience is insufficient).
- Experience working with MTI, RADAR, vector data, or other complex sensor data types, or demonstrated ability to rapidly learn new data and sensor modalities.
- Experience transitioning research outcomes into operational environments.
- Proficiency with common programming languages and tools, including Python and Git-based repositories (e.g., GitLab).
- Experience interfacing directly with end-users or customers.
- Strong written and oral communication skills, including experience preparing and delivering technical briefings.
- Proven ability to plan, track, and manage complex technical projects.
- Demonstrated ability to work effectively in a team-based environment.
- Degree in Computer Science, Engineering, or a related discipline.
- MA/MS degree with 13+ years of relevant experience, OR
- BA/BS degree with 15+ years of relevant experience in a discipline aligned with the position's responsibilities.
