Role Summary:

The Site Lead serves as the on-site operational authority for contractor personnel supporting a division of MCTSSA at Camp Pendleton. This role is responsible for the day-to-day execution of site operations, workforce coordination, access and asset management, and continuity of Tier 1 and Tier 2 support, ensuring contract requirements are met without disrupting technical delivery or program leadership functions. Overseeing a team of 50 contractors.

Reports to the Program Manager and works closely with Deputy Program Manager as the on-site interface for maintaining operational discipline.

Core Responsibilities:
-Site Operations and Workforce Execution
-Serve as the on-site focal point for daily workforce operations across approximately 50 personnel.
-Enforce site-level accountability for attendance, conduct, policies, and procedures in coordination with PM, DPM, and corporate leadership.
-Maintain situational awareness of personnel availability, shift coverage, and site health to prevent gaps in support.
-Coordinate Tier 1 scheduling and ensure 24x7 coverage requirements are met, escalating risks early to PM/DPM as needed.

Access, Security, and Asset Management:
-Own and manage on-site access processes, including MCEN NIPR/SIPR accounts, SIPR tokens, CACs, security badges, VARs, and related documentation.
-Actively track, submit, and follow up on all access requests, coordinating with government stakeholders to prevent delays that impact mission execution.
-Maintain accountability of government-furnished and contractor-owned IT assets, ensuring inventories are current and compliant.
-Coordinate onboarding and offboarding activities, including equipment issuance, access provisioning, and required documentation.

Administrative Oversight and Compliance:
-Validate timekeeping, PTO submissions, and expense reporting in accordance with company policy and contract requirements.
-Track and ensure completion of required training, briefings, and certifications.
-Maintain accurate personnel records and site documentation required for audits, inspections, or government inquiries.
-Support branch shutdown procedures and continuity planning as required.

Coordination and Communication:
-Serve as the primary on-site liaison for operational issues affecting contractor personnel prior to escalation to PM/DPM.
-Disseminate relevant information from PM/DPM and government stakeholders to site personnel.
-Attend required meetings to maintain awareness of evolving operational requirements and ensure timely communication to the workforce.

Performance Support and Issue Resolution:
-Support PM and HR with performance counseling, PIPs, and workplace issue resolution when required.
-Identify emerging personnel or operational risks early and elevate them through appropriate channels.
-Maintain a professional, compliant, and productive work environment at all times.

Qualifications:
-Extensive experience supporting Marine Corps C4I / C2 systems in a secure operational environment.
-Demonstrated experience coordinating or leading operations for 35–50+ personnel.
-Strong working knowledge of MCEN access processes, SIPR/NIPR environments, and government site operations.
-Proven ability to manage follow-up, coordination, and issue resolution across multiple stakeholders.
-Bachelor’s degree preferred but not required.
-CompTIA Sec+ REQUIRED
