SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas; Technical working knowledge of the assigned training devices/systems and equipment, configuration, operating characteristics, security and safety programs, and maintenance, repair and modification procedures and skill in applying this knowledge to planning and developing quality assurance surveillance plans for evaluating contractor's performance; Comprehensive knowledge of quality assurance/control concepts, principles, and practices, and skill to plan, develop, and implement quality assurance surveillance plans for contractor services on assigned systems; Broad knowledge of Air Force and DoD acquisition functional responsibilities and procedures and the role of quality assurance to integrate/coordinate quality program efforts with other functional disciplines such as engineering, procurement, configuration management, training operations, logistics, and test and evaluation.

EDUCATION: I have successfully completed Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, in one of the major studies: quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Comprehensive knowledge of quality assurance/control concepts, principles, and practices, and skill to plan, administer, develop, and implement quality assurance surveillance plans on all programs. Knowledge of Air Force and DoD acquisition functional responsibilities and procedures. Ability to integrate/coordinate quality program efforts with other functional disciplines such as engineering, procurement, configuration management, training operations, logistics, communications, systems, and test and evaluation. Skill in interpreting, explaining, and applying regulatory and technical requirements and specifications to a variety of quality assurance issues or problems that require updating and troubleshooting. Ability to communicate effectively both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

- Manages overall surveillance of the contractor's work performance.
- Ensures the provision of required government-furnished services for building and equipment maintenance through request and coordination with other base support activities such as Civil Engineering, Safety, Security Forces, Supply, etc.
- Performs troubleshooting of system issues to maximize availability of assigned systems (Patriot Excalibur, simulators, and other systems).
- Serves as a member or evaluator for pre-award survey teams and acquisition and modification source selections relating to simulator complexes.
