Duties

- Provides technical guidance, advisory support, and assistance in service contracts, quality assurance, contracting, financial management, and other technical integration functions as they relate to the development and implementation of the acquisition streamlining policy used in support of the HQ AF/A10 Nuclear Enterprise.
- Serves on and leads Services Acquisition Multi-functional Team and working groups composed of various functional disciplines engaged in developing and recommending acquisition streamlining proposals and implementation plans.
- Provides continuous assessment and evaluation of overall program and individual project goals, objectives, strategies, performance to ensure a sound basis for long-range acquisition program management processes and follow-on system life cycle support planning.
- Represents the directorate at executive levels within the Government and to contractor/industry representatives.
- Prepares, presents, defends, and interprets staff studies to HQ AF/A10 senior management.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: comprehensive knowledge of the principles, policies, and practices of services acquisition and program management to plan, organize, and manage critical segments of the seven steps of the services acquisition process IAW DoDI 5000.74 and DAFI 63-138; knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency, and productivity of acquisition programs and support activities to ensure that programs are within schedule, baselines, costs, etc; knowledge of the activities and purpose of functional support personnel and ability to coordinate such aspects of .services acquisitions as contracting, program management, finance, quality to effectively implement program direction.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the laws, principles, policies, and practices of acquisition and program management.

2. Knowledge of safety and security regulations, business, industrial management, and contract procedures, technical concepts to evaluate contractor proposals and activities.

3. Knowledge of the mission, roles, functions, organizational structures, and operation of the DoD, Air Force, and other entities and organizations that govern, interface with, and/or influence the acquisition process.

4. Skill in staff level planning, organizing, and overseeing critical aspects of the seven steps of the services acquisition process IAW DoDI 5000.74 and DAFI 63-138.

5. Ability to plan, organize, integrate, analyze, and direct/manage a variety of acquisition functions and processes in support of services acquisitions.

6. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
