The United States Space Force (USSF) at Los Angeles AFB, CA is searching for a Chief, for Public Affairs to support SBD 3/PA (NH-1035-03, GS-12/13 Equivalent).

Description:
We are seeking a dynamic and visionary Chief, Public Affairs to lead our organization's communications, media relations, and stakeholder engagement strategy. This executive role is central to shaping our public image, strengthening community trust, and ensuring transparent, impactful communication across all platforms.

Major Duties include:
Exercises supervisory personnel management responsibilities at least 25% of the time to include planning work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. Gives advice, counsel, or instruction to employees on both work and administrative matters. Interviews candidates for positions; recommends appointment, promotion, or reassignment. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Develops performance standards.

Directs the execution of a comprehensive Public Affairs program integrating media relations, social media, community/Congressional relations, internal information, visual information, communication planning, contingency/crisis response, special event planning, security and policy review, and Public Affairs resource management elements. Directly interfaces with installation commanders and directors; major command Public Affairs staff; local/state/federal elected and appointed officials; news media representatives; civic and special interest organizations; business, professional and academic leaders; civic leaders; and the general public.

Represents the office with a variety of installation and local governmental, public, civic, service, industry, educational, and media organizations. Establishes, develops, and maintains effective working relationships with installation commanders and directors; intergovernmental and nongovernmental leaders; local/state/federal elected and appointed officials; news media, think tank, and entertainment industry representatives; business, professional, and academic leaders; civic leaders; and the general public. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolves significant problems that arise.

Serves as advisor for Public Affairs. Participates in policy formulation; advises on the potential public reaction to proposed policies, plans and actions; organizes and evaluates communication strategies, goals and objectives, programs, and materials. Formulates policies, programs, and procedures governing Public Affairs functions related to the work of the agency. Shapes the strategy, direction, synchronization, and integration of communication efforts and establishes authoritative policy, precedent, procedures, and guidelines, providing trusted Public Affairs council to command senior leaders. Provides policy, guidance, direction, and assistance to subordinate levels of the organization.

Key Responsibilities:
1. Knowledge of the concepts, principles, policies, and practices of a Public Affairs program.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Knowledge of written and oral communication and visual information principles, methods, and techniques to determine the need for, plan, coordinate, conduct, and evaluate Public Affairs and multimedia activities.
4. Skill in gathering, evaluating, and interpreting data to arrive at valid conclusions and offer meaningful recommendations.
5. Skill in producing written information for audiences with different levels of understanding.
6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.

  • Must be a U.S Citizen.
  • Must be able to obtain and maintain a Secret security clearance.
  • May be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • Eligible for situational telework only, including Emergency and OPM prescribed "unscheduled telework".
  • May be required to work overtime on an unscheduled or emergency basis.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • This position will close after 5 business days or 75 applications, whichever comes first.
  • PCS /relocation funding is authorized.
  • Subject to Temporary Duty Assignment (TDY): Approximately 5 days per year.
  • This is a Key Position. Incumbent must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
