As an IT Asset Management Lead for the Hosting Operations & Maintenance (HOM) program for the Financial Management Services Group of the Centers for Medicare and Medicare Services (CMS), you will be accountable for all aspects of IT Asset Management for the program, both operationally and for continuous improvement. Work Requirements
- Capture, maintain & validate comprehensive and accurate data within the ITAM platform across the complete lifecycle of all in-scope HW/SW assets within the scope of the program.
- Support budget planning by providing accurate lifecycle forecasts and refresh schedules.
- Perform & oversee recurring HW/SW purchases/renewals, proof of receipt and invoice approvals.
- Proactively notify asset owners and applicable parties about N-1, End of Support/Life, and Upcoming Renewals to prevent related lapses on the program. This includes tasking and follow-up on related action items.
- Contribute directly to data analysis, preparing & pitching recommendations and implementing them.
- Financial forecasting and variance reporting for all HW/SW expenditures on the program.
- Lead the IT Asset Management team in executing best practices and measuring performance through agreed upon Key Performance Indicators (KPIs), dashboards and metrics.
- Execute Vendor Management: support contract negotiations for new purchases and renewals of IT assets including terms and conditions, alternative tool research, cost and return on investment analysis
- Execute License Management: manage license assignments for 75+ publishers as needed through cross team engagement
- Manage ITAM-centric projects that leverage matrixed program resources. This includes planning and overseeing the work efficiently.
- Utilize an asset management tool (Eracent) to develop and maintain Effective License Positions (ELP) for Oracle, IBM, ServiceNow and 75+ publishers.
- Partner with technical resources on the program and at Eracent to ensure the platform itself is healthy. Interface with Eracent support on open cases and future enhancements.
- Collaborate with Supply Chain, Hosting, Security, DBA, Operations and Technical teams and SME's to implement asset management practices, processes and procedures.
- Present asset information to the client, such as the status of an asset, the renewal period, entitlement compliance status, where the asset is physically located, and maintenance agreement information. Support recurring and ad-hoc data calls as needed.
- Mentor and coach other asset management team members in technical areas.
- Lead one small sized team. Meaningfully connect with them about their responsibilities and aspirations to ensure a long-term relationship with GDIT.
- Act as the central point of contact for asset-related questions across program teams.
Required Qualifications:
- Bachelor's Degree in Information Systems, Business, Computer Science, Engineering, or a related technical discipline, or the equivalent combination of education, technical certifications or training, or work experience.
- 5+ years of IT Asset Management experience in a data center (not user compute) context.
- Hands-on experience with ITAM/CMDB tools (e.g., Eracent, ServiceNow, Flexera, Remedy, DCIM platforms).
- Experience with contract and licensing terms and conditions including initial procurement of Hardware, Software, ODCs, and Support/License renewals.
- Strong technical knowledge of servers, network devices and components, operating systems (Linux/Windows), firmware, patches, databases, firewall rules and virtual machines.
- Ability to analyze data, interpret trends, and produce actionable reporting.
- Experience with effectively presenting to and interfacing with senior executives
- Experience with driving technical discussions with asset management tool vendors and technical teams.
- Must have strong technical and organizational skills to inventory, track, and manage all software and hardware assets.
- Extremely high level of attention to detail and accuracy.
- Strong skills with data analysis using advanced features in MS Excel or equivalent tools.
- Excellent communication and cross-team collaboration abilities.
- Ability to work in a fast-paced, multi-stakeholder program environment.
- Proactive, process-driven, and comfortable leading continuous improvement efforts.
- Develop and maintain ITAM/CMDB policies, SOPs, and controls for data center environments.
- Support audits, assessments, and system integrations through clear documentation and consistent data governance.
Preferred Qualifications:
- Experience with software entitlement management.
- Experience with vendor interface and management.
- Experience with COTS Product lifecycle management
- Experience with complex licensing models from Oracle and IBM.
- Experience using the ServiceNow platform
- Experience working on complex, large-scale IT programs or enterprise-grade data centers.
- Knowledge of SQL with ability to understand, execute and build moderately complex SQL queries.
- Experience managing an IT Asset Management tool at the Admin User level
- Experience in Asset Management toolset optimization and maintenance to ensure comprehensive agent discovery and network probe capabilities, which includes analysis of the data, as well as development of monthly and ad hoc reports to convey the analysis
- Wired towards process improvement and automation such that manual effort and dependence on distributed asset owners can be reduced.
- Certified Software Asset Management (CSAM) certification or equivalent
- Certified Hardware Asset Management Professional (CHAMP) certification or equivalent
- Familiarity with procurement workflows, contract management, and vendor coordination.
- Experience with automation and integration across IT management platforms.
