Duties

DUTY 1:
Plans, organizes, and directs logistics planning and programming support for identified systems/programs. This includes the development, review, validation, and substantiation of current and long-range logistics requirements to support worldwide mission objectives. Develops, coordinates, and issues comprehensive guidance and procedures to be used by subordinate commands and field activities in the execution of budget/buy/modification/maintenance support for these systems/programs.

DUTY 2:
Plans and conducts studies and develops input for logistics policies and procedural systems applied throughout the Air Force. Develops logistics guidance and criteria for timely and cost-effective life cycle support and implementation. Studies operational procedures and work methods involving interface with logistics support related to maintenance, distribution, and other technical requirements. Provides advisory assistance and interface with other activities.

DUTY 3:
Develops and justifies budget estimates and reviews procedures and techniques to be used in the buy/budget program proposals and evaluations. Evaluates OSD and agency logistics guidelines and instructions to determine necessary changes in requirements computations, logistics planning, etc. Issues initial and revised procurement authorizations covering the funding areas managed. Participates in the analysis of the progress and status of directed programs. Initiates reprogramming actions when necessary. Analyzes and assesses operating logistics programs in order to correlate resource requirements to achieve plans and objectives. Conducts/directs investigations and studies to respond to Congress, GAO, AF Inspector General, or other agencies.

DUTY 4:
Carries out special projects and assignments designed specifically to meet the broadening intent of the position. Represents the concerns of the organization at meetings and conferences preparing staff studies and various documents to meet special needs. Develops and presents oral presentations; leading and/or serving on steering committees or completing a project aimed at improving organizational effectiveness. Provides responsive and timely support to customers, actively supports achievement of financial program goals and objectives. Works to achieve and support quality improvement in all products and services and takes a proactive approach in providing customer assistance. Contributes to timely and viable resolution of issues and problems that are complete, effective, coordinated, and well researched. Establishes effective professional working relationships with coworkers, or contacts outside the organization contributing to a cooperative working environment and successful accomplishment of the mission.

  • PCS cost will be paid IAW Career Broadening Policy under this agreement.
  • Career Broadening positions are managed by AFPC/DPZ and are centrally funded.
  • Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager.
  • Career Broadening also provides training and developmental opportunities at various organizational levels.
  • These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment
  • TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition
  • Travel by regularly scheduled commercial or military conveyances IAW Joint Travel Regulations may be required in performance of TDY.
  • The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.
  • This position will be required to rotate to two of the following offices during the program: A4P (Resource Integration), A4L (Logistics), SAF/AQ (Acquisitions), F-35 Integration Office or SAF/IEE (Energy Office).

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization and must include the following: 1) Comprehensive and expert knowledge of policies, concepts, and procedures affecting logistics, inventory management and procurement functions; 2) Thorough knowledge of Air Force and command organizational structures and functions; 3) Mastery of advanced analytical techniques; and 4) Broad expert knowledge of the relationship of procurement, distribution, budgeting, funding, programming, maintenance, storage, disposal, and other logistical operations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of DOD and Air Force regulations, principles, and practices pertaining to logistics support functions.
  • Knowledge of a wide variety of logistics support activities including, but not limited to, determination of fund requirements; supply support systems; and, the integration of supply, transportation, maintenance, and other logistics support activities.
  • Knowledge of program planning, funding, and logistics management information systems.
  • Skill in analyzing, evaluating, and interpreting logistics readiness factors, and formulating procedural solutions to problems.
  • Ability to integrate the separate functions in planning or implementing a logistics management program.
  • Skill in effective written and oral communication.

    PCS restrictions: An employee selected to make a PCS to a Career Broadening assignment is restricted from making a second PCS for 12 months.
