In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions.
SPECIALIZED EXPERIENCE: One year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience include expert knowledge, extensive experience, and proven special expertise in civil engineering financial programs with proven ability to develop and oversee large complex studies, projects and develop fiscal strategies in response to emerging CE mission requirements. To be creditable, the specialized experience must have been at the GS-14 grade level or equivalent under other pay systems in the Federal service.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-14 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Professional knowledge of a broad range of program management (comprehensive planning, asset management, mechanical, civil, electrical, and environmental) and engineering concepts, principles, and practices and knowledge of Air Force Civil Engineering goals and objectives. Extensive knowledge of a broad range of problem-solving methods, practices, and techniques used to determine viable approaches and solutions in communicating new concepts, goals, and objectives, including Air Force Service Development and Delivery Process and Business Process Re-engineering. Knowledge of change management approaches, tools, development, utilization, and tracking of performance metrics, and phases of the project lifecycle. Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations. Skill in conducting regular or periodic reviews of subordinate organization programs and evaluating results to assess accomplishment of USAF program requirements. Ability to research and interpret congressional language and DoD and federal agency regulations, policies and public laws, to incorporate into Air Force policy and guidance. Ability to communicate effectively both orally and in writing and maintain good working relationships to gain support for program goals. Ability to recognize and analyze programs and situations and develop rules, regulations, and procedures for timely and economical solutions. Ability to develop long-term strategic plans to formulate, justify, and defend assigned program. Thorough understanding of program requirements in order to develop a fully coordinated staff input to the PPBE process.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

- Serves as the strategic and integrated planning advisor/technical expert consultant and represents the USAF in matters relating to enterprise-wide civil engineering activities and discussions with the SAF, HAF, DoD agencies, Air Force Installation Mission Support Center (AFIMSC), Air Force Civil Engineer Center (AFCEC), as well as the MAJCOM civil engineer staffs.
- Represents the Director of Air Force Civil Engineers and divisions in matters relating to enterprise-wide civil engineering transformational change, organizational change management (OCM) and continuous improvement.
- Establishes, interprets, and implements policies, guidance and procedures to provide oversight and management of civil engineer core tasks.
- Represents the concerns of the Air Force at senior strategic meetings and conferences; prepares staff studies and various documents to meet special needs; develop and gives oral presentations; leads and/or serves on steering committees.

- PCS cost will be paid IAW Career Broadening Policy under this agreement.
- Career Broadening positions are managed by AFPC/DPZ and are centrally funded.
- Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager.
- Career Broadening also provides training and developmental opportunities at various organizational levels.
- These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment
- TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- Travel by regularly scheduled commercial or military conveyances IAW Joint Travel Regulations may be required in performance of TDY
- Employee may be required to work other than normal duty hours to provide direct support to leadership, conferences, or special initiatives or programs related to the AF Civil Engineer Career Field.
