Duties
Help
  • You will be the primary point of contact for all contractual and financial matters related to NRL's Post-Doctoral Program Cooperative Agreements.
  • You will serve as the MOU/MOA program manager for NRL.
  • You will develop, review and monitor all Memorandum of Understanding's (MOU's), and Memorandum of Agreement's (MOA's).
  • You will provide guidance and advice to Division officials when they are initiating division specific MOU's and MOA's.
  • You will keep the agreement SharePoint data base up to date with active agreements and ensure that reviews of agreements are performed as prescribed in overarching guidance.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11/12 grade level or NO-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing aspects of an organization's financial and personnel posture; 2) Analyzing and proposing solutions to complex management problems; and 3) Utilizing knowledge of policies and procedures relating to budget and accounting in a revolving fund environment, human resources programs and procedures, and procurement policies and regulations.
