Duties
Help
  • Serves as the Network subject matter expert and principal advisor to program officials, accountants, budget analyst, and other specialist on financial regulations pertinent to systems efforts, program operations and business improvements.
  • Identifies, develops and provides guidance on business process changes in support of policies to resolve problems and to improve efficiency.
  • Budget oversight of 13 hospitals and network headquarters.
  • Integrating, aligning, and optimizing resources with healthcare delivery operations.
  • Monitors and evaluates the work of contractor support personnel.
  • Implements, monitors, and evaluates internal controls for finance and accounting issues within the Network
  • Transforming data into information and providing recommendations to senior leadership

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is designated Tier 3, Non-Critical Sensitive, Moderate Risk and requires the incumbent to obtain and maintain a Secret Security Clearance Level as a condition of employment.
  • Approximately 5% travel may be required.
  • This is a Financial Management Level 3 Certified position.
  • Incumbent is required to submit Confidential Financial Disclosure, OGE Form 450, within 30 days of appointment; and file an annual report by February 15 of each following year.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes serving as the senior liaison for budget, accounting, financial management, medical expense performance reporting system, and manager internal control program policy and procedures within the organization; directs and/or performs continuing program execution review, analysis and appraisal of the major operating and support programs within the organization; and provides advisory/consulting services for customers, identifying and prescribing specific courses of action to ensure efficient operations.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
