Duties

  • You will serve as a resource for laboratory personnel matters, including executive personnel, position management, and organizational planning, while also providing in-depth financial and personnel analysis for executive management.
  • You will act as the program manager for all Memorandums of Understanding (MOUs) and Memorandums of Agreement (MOAs), responsible for their development, review, and monitoring to ensure compliance and protect the laboratory's interests.
  • You will manage all contractual and financial aspects of the Post-Doctoral Program as the certified Contracting Officer's Representative (COR), including financial reporting, funding, cost analysis, and forecasting.
  • You will oversee the NRL Directives System by translating external and internal policy into detailed operating procedures and directives, often working with top management to create and implement new policies.
  • You will provide high-level administrative and analytical support to the Executive Directorate by developing information for critical action items, performing special projects, and offering data-driven solutions to complex management problems.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11/12 grade level or NO-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing aspects of an organization's financial and personnel posture; 2) Analyzing and proposing solutions to complex management problems; and 3) Utilizing knowledge of policies and procedures relating to budget and accounting in a revolving fund environment, human resources programs and procedures, and procurement policies and regulations.
