Duties

  • You will be responsible for work assignments of the other dispatchers, and that they are carried out effectively and efficiently in accordance with applicable laws, regulation, policies and procedures.
  • You will receive emergency and non-emergency requests by telephone, mobile radio calls, mobile data computers or automatic alarms throughout the Navy Installation.
  • You will obtain essential information from the computer aided dispatch system or caller and dispatch the correct emergency response units.
  • You will communicate, via radio, with responding personnel to pass pertinent information regarding hazards that may be present at the emergency scene and obtain additional assets if requested by the Incident Commander.
  • You will coordinate with military and civilian agencies in response to mutual aid requests, in accordance with locally established protocols.
  • You will operate a variety of communications equipment such as Computer Aided Dispatch (CAD), emergency radios, Enhanced-911 (E-911), Enterprise Land Mobile Radio (ELMR), Telecommunication Devices for the Deaf (TDD), and computers.
  • You will receive, analyze and disseminate information for many purposes including, but not limited to calls of distress, requests for non-emergency medical assistance, information inquiries, official notifications, and administrative communications.
  • You will provide post-dispatch and pre-arrival instructions and maintain knowledge of all response resources available.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is considered Mission Essential . You may be ordered to report to duty for extended periods of time under emergency conditions.
  • You are required to be certified as a Telecommunicator I and II, level II operator and certificate in Criteria Based Dispatch.
  • You are required to have successfully completed Emergency Medical Dispatch Trainer course and all other training as assigned.
  • You are required to successfully complete the LDC Training Program to include classroom and On-The-Job Training (OJT).
  • During emergencies, employees may be required to work long periods without breaks.

Qualifications

Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Applying knowledge of dispatch operations and databases to support response to law enforcement, fire, medical, hazmat, and chemical, biological, nuclear, and explosive emergencies;
2) Interpreting emergency regulations, policies, directives, and techniques to provide personnel with necessary dispatching skills and training;
3) Obtaining accurate and detailed information during stressful situations to determine required emergency resources necessary; and
4) Recording pertinent dispatch-related data, events, and logs using necessary computer and office equipment.

CONDITIONS OF EMPLOYMENT CONTINUED:
You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Position is mainly sedentary, walking, standing and stooping may occur in performing duties.

You must be able to type quickly and efficiently utilizing a standard computer keyboard.

You must be able to read information on computer screens.

You must have color vision adequate to distinguish between green, red and yellow lights on alarm and equipment control panels and to read from multi-colored computer screen.

You must be able to write and speak English clearly and distinctly so that they are easily understood over the telephone and radio and documentation is easily readable.

You must be able to clearly hear conversations over the phone, and radio, regardless of the age or sex of the caller and to distinguish between different audible alarm tones used in dispatch. You may use hearing correction devices to augment their natural hearing in order to meet the requirements listed.

Although the physical activity of this job is that of an office environment, the emergency nature of the work, the rigid time constraints for response actions, the emotional state of the persons calling for service, and the nature and consequences of the decisions the incumbent is required to make, categorize this position as one of high mental and emotional stress.

You normal worksite is within a Local Dispatch Center (LDC) Facility. The communications facility is a climate controlled room. Employees work at consoles equipped with CAD, multiple channel radios, 911 telephone system, computers and other electronic equipment.

Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.

Military Spouses and Family Members may apply 30 days before their anticipated arrival date. However, they will not receive preference until arrival at the foreign location. Additional documentation may be required prior to granting preference.

Military spouses and family members who are appointed may not extend longer than 2 months following the transfer of the sponsor from the commuting area of the foreign duty station; 2 months beyond the separation of the appointee's sponsor; or any time beyond the time employee ceases to be a family member.
