Position Summary

We are recruiting for a Test Manager for the Engineering, Professional, and Administrative Support Services (EPASS) Contract at Peterson SFB, in Colorado Springs, CO supporting the Ground-Based Radar Digitization (GBRD) program. The Ground-Based Radar Digitization (GBRD) program modernizes the legacy radar systems associated with the five Upgraded Early Warning Radars (UEWRs) and the Perimeter Acquisition Radar Attack Characterization System (PARCS), which provide continuous surveillance for missile and satellite detection, tracking, and reporting to support Missile Warning, Missile Defense, and Space Domain Awareness missions. This modernization effort replaces outdated analog and hardware-only components with advanced digital, scalable solutions that leverage a government-owned, open-architecture approach. An additional program goal is to address existing cybersecurity vulnerabilities in the legacy systems by improving cybersecurity capabilities, to include threat detection and data protection.

This is a full-time position located at Peterson Space Force Base, Colorado.

Responsibilities

Duties include, but not limited to:
  • Working with the customer/sub-contractors to ensure their test needs are met, mitigating risks, and providing SME support
  • Documenting test outcomes and performance
  • Developing test methodology, test plans and related documentation, and system diagrams
  • Using Design of Experiments methods to plan and conduct test programs
  • Devise new and innovative approaches to problems encountered during testing
  • Select and apply engineering techniques and procedures to analyze and evaluate specific problem, data, or other features of the work which are broad in scope and complexity
  • Make recommendations on test outcomes and be prepared to back up those recommendations with facts
  • Scheduling required testing between sites and multiple programs and agencies
  • Scheduling required in lab testing between multiple programs and agencies
  • De-conflict testing conflicts between multiple releases, providing high quality analysis and recommendations to the program test lead
  • Managing and executing Lab testing
  • Managing and executing formal Site testing
  • Evaluate the configuration, capability, and operational relevance of test environments and ensure they are properly available for the thorough testing of software releases (e.g. fault insertion/fault identification)
  • Independently prepare criteria, computation/analysis, specifications, cost estimates, test plans and technical reports
  • Troubleshoot errors/anomalies during test events
  • Provide detailed test status reporting and briefings to the customer and management level


Qualifications

Minimum Required Qualifications:

Clearance: Active DoD Secret Clearance, and the ability to obtain and maintain a DoD Top Secret/SCI clearance

Education: High School Diploma

Years of Experience: 15 years of directly related experience; to include 8 years of DoD experience. OR
  • Bachelor's Degree in related field with 12 years of experience in the respective technical/professional discipline; to include 5 years of DoD experience

Technical Skills:
  • Possesses the advanced knowledge, experience to be recognized as an expert in their technical/professional field.
  • Demonstrate advanced knowledge of their technical/professional discipline as well as possess a comprehensive understanding and ability to apply associated standards, procedures, and practices in their area of expertise.
  • Test management background with a proven history of success (8-10 years)
  • Experience writing, reviewing, and executing test plans
  • Knowledge of Specification based on Black Box, Structured based White Box, and/or experience-based testing techniques
  • Knowledge of the project life-cycle
  • Strong understanding of test management processes, design techniques, and best practice
  • Experience in designing and implementing test frameworks on large scale programs and enhancing existing test processes


Preferred Qualifications

Clearance: Active Top Secret Clearance with SCI

Education: Master's or Doctorate Degree in a related field

Years of experience: 10 years of experience in the respective technical/professional discipline; to include 5 years of DoD experience

Additional Preferred Skills:
  • Knowledge of Ground Based Radar systems
  • Knowledge of Missile Warning and Missile Defense operations
  • Knowledge of Space Mission Operations

Additional Information

Location: Peterson Space Force Base Colorado Springs, CO

Travel: CONUS and OCONUS travel up to 25% may be required

Remote, On-site, or Hybrid: Hybrid schedule for local candidates. Subject to Government approval.
