Description:
As a Financial Management Specialist working with programs, this position requires someone skilled in formulating and executing budgets within complex and volatile environments. The ideal candidate will collaborate across various functions and echelons to craft timely responses to Congressional, OSD, and higher headquarters Requests for Information (RFIs); develop new analyses to proactively identify budgetary risks and opportunities; and maintain detailed files to inform financial products. The ideal candidate should be comfortable with ambiguity, uncertainty, and innovation, and able to balance deep analysis with timely delivery. A successful candidate will proactively collaborate to produce and maintain financial analyses in advance of requests. The most successful candidates will integrate data from program managers, engineers, contracting, cost, earned value, and other functions into budget products. The ideal candidate possesses experience in acquisition financial management and has demonstrated experience as a budget analyst on various ACAT programs and with challenging acquisition programs (e.g., breaches, Congressional notifications, innovative funded solutions). CDFM-A certification is preferred. This individual should demonstrate deep, multi-layered analytical abilities and proficiency with FM systems. Crucially, the ideal candidate exhibits excellent attention to detail, a collaborative and proactive approach, resilience, a growth mindset, comfort with ambiguity and uncertainty, and business case writing skills.

1. Knowledge of budget formulation and submission requirements.
2. Knowledge of budget obligation and expenditure concept.
3. Knowledge of cost and schedule performance measurement concepts.
4. Knowledge of contractor system requirements for earned value management systems.
5. Skill in applying budget formulation concepts to generate cogent documents.

7. Skill in evaluating the output of computer tools and adjusting for program conditions.
8. Skill in identifying and analyzing cost-effectiveness relations between all aspects of financial management which are subject to significant and continuing flux over time.
