Systems Engineer - Acquisition Program Support, Enterprise GIS & AI Systems
Location: Washington, D.C. Metro Area

About the Role
We are seeking a motivated Systems Engineer to support a Federal Government Program Executive Office (PEO) across two major modernization efforts:
Enterprise consolidation of multiple Geospatial Information Systems (GIS) Program support for two Artificial Intelligence (AI) Major System Acquisitions (MSAs)
This role blends systems engineering discipline with hands-on acquisition program support and coordination across multiple Agile teams, contractors, and mission stakeholders. The Systems Engineer will perform activities such as systems analysis, integration, compliance with open architecture standards, and oversight of capability delivery across software, hardware, and IT components.

Key Responsibilities
Acquisition Program & Systems Engineering Support
- Apply software, hardware, and IT engineering skills to support requirements development, system specification, technical integration, and acquisition lifecycle activities.
- Ensure system designs and applications comply with open systems architecture standards, reference models, and federal technical profiles.
- Support programmatic value stream execution by coordinating delivery of software, hardware, firmware, and other artifacts required for development, testing, deployment, release, and operations.
- Assist with milestone documentation, requirements traceability, risk management, and integration planning for GIS consolidation and AI MSAs.
Systems Analysis, Integration & Coordination
- Perform problem analysis, requirements analysis, system design, and integration across multiple contracts and technical teams.
- Lead integration and synchronization of capabilities across internal and external operations, dependencies, and mission services.
- Coordinate and support capability demonstrations, approval boards, and deployment readiness activities to ensure smooth transition to operational environments.
- Support management of discrepancy reports (DRs):
- Track critical DRs and provide regular updates to program leadership
- Coordinate with Tier 2/3 teams to ensure timely resolution
- Track major deliveries and ensure alignment with outage boards and customer notifications
- Oversee execution of Transaction Activity Plans (TAP) and return-to-operations activities
GIS & AI Program Technical Support
- Support technical assessments, data workflows, and integration planning for Enterprise GIS migration.
- Assist with AI system requirements, testing alignment, data pipeline understanding, and cross-program integration considerations.
- Work with Mission Owners and Product Owners to discover and access NSG GEOINT knowledge across security domains (U, S/C, TS/SCI) and recommend innovative solutions to mission challenges.
Agile Release Train & JIRA/Confluence Governance
- Coordinate with Product Owners and Feature Support Engineers to oversee meetings and manage JIRA review and approval boards for each Release Train cycle, including Sprints and Program Increments.
- Support standardized, effective use of JIRA and Confluence across all Release Train teams, ensuring accurate documentation and alignment to Agile workflows.
- Ensure Release Train Management (RTM) teams operate on common SAFe-aligned principles:
- Fixed schedules and two-week increments
- Common PI length and known velocity
- Face-to-face PI planning
- Demonstrated capability at the end of each segment
- Consistent cadence and test schedule tracking
- Provide guidance and support to RTM teams at the Management Team level.
Required Qualifications
- Bachelor's degree in Systems Engineering, Computer Science, IT, or related technical discipline.
- 5+ years of experience in systems engineering or technical program support within a federal environment.
- Experience with Federal or DoD acquisition programs, milestone activities, and technical documentation.
- Familiarity with GIS systems, geospatial data, or enterprise geospatial platforms.
- Understanding of AI/ML system components, data workflows, or testing approaches.
- Experience with Agile/Scrum or SAFe release trains; familiarity with JIRA/Confluence.
- Strong analytical, communication, and problem-solving skills.
Preferred Qualifications
- Experience supporting Program Executive Offices or Major System Acquisitions.
- Knowledge of DoDAF, MBSE, requirements management tools (DOORS, Jama) or architecture frameworks.
- Certifications: INCOSE ASEP/CSEP, SAFe certifications, PMP, or GIS-related credentials.
- Experience supporting multi-security-domain systems or GEOINT mission environments.
