Duties

  • You will serve as a Marine Transportation Specialist maintaining liaison with Military customers, U.S. Navy civilians, and military personnel scheduling and controlling time-chartered vessels to ensure cargo is delivered in a timely manner.
  • You will advise and assist Masters, owners, terminal, and shipper services with respect to ship stability, lift capability, and endurance.
  • You will formulate and plan the movement of special cargo heavy lift and hazardous cargo moves and approve pre-stow places.
  • You will prepare applications for carriage of hazardous cargo in accordance with applicable regulations, ensuring timelines and accuracy for expeditious movement of cargo.
  • You will ensure safe marine practices are adhered to both ashore and aboard vessels.
  • You will coordinate with appropriate SDDC, U.S. Coast Guard, Navy and safety personnel for the loading and carriage of the hazardous and explosive cargoes in all assigned ports.
  • You will monitor message traffic and daily activity sheets looking for changes in ship movement or employment.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience scheduling and controlling time-chartered vessels to ensure cargo is delivered in a timely manner; ensuring that cargo movement and cargo loading from ship to shore and vice versa.
  • Experience formulating and planning the movement of special cargo heavy lifts and hazardous cargo moves and appropriate pre-stow places.
  • Experience determining actions to be taken when issues arise when loading the ships due to adverse weather conditions and labor problems of time, voyage, and other special charters.
  • Experience conducting on-hire, off-hire, and damage surveys and monitoring contractor performance, analyzing data, recommending charter hire deductions for off-hire or contractual nonconformity, and advising contractors of actions necessary to correct deficiencies.
  • Experience preparing applications for carriage of hazardous cargo in accordance with applicable regulations, ensuring timelines, and accuracy for expeditious movement of cargo.


Individual Occupational Requirements per OPM:

Specialized Experience (for positions above GS-5):
For positions other than Marine Transportation, experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations.
For Marine Transportation positions, experience in:
  • Planning, directing, and supervising cargo or bulk petroleum movements such as:
    • Embarkation and debarkation, cargo loading and discharge.
    • Formulating marine transportation itineraries and routings according to commercial cost factors and tariffs.
    • Formulating marine transportation traffic plans for personnel and cargo.
    • Scheduling ships.
    • Developing, analyzing, or evaluating cargo lift capabilities.
    • Preparing statistics for planning operations of ships or formulating budgetary estimates of cargo transportation costs.
    • Serving as a licensed merchant marine deck or engine officer or naval deck or engine officer.

    or
  • Ship chartering negotiation or administration, such as:
    • Chartering commercial ships and space.
    • Reviewing and approving ship operating and damage expenses and marine insurance premiums.
    • Investigating ocean carrier claims for ship damage.
    • Reviewing and recommending action on cargo shortage and damage claims.
    • Analyzing and applying appropriate precedents and regulations.
    • Establishing rates with commercial carriers for special cargoes according to market conditions.
    • Analyzing statements of ship operating costs and preparing estimates to adjust rates or determine the most economical method of transportation.

    In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

    Successful completion of a Ph.D. or equivalent doctoral degree
    OR
    Successful completion of 3 full years of progressively higher-level graduate education leading to a doctoral degree

    Possession of an LL.M., that is related to this position being filled.
    OR
    A combination of experience and graduate education as described above that equates to one year of experience
