OVERVIEW -
We are seeking an experienced Program Manager to lead technical and administrative execution across the Surface Combat Systems Training Command (SCSTC) enterprise. This role oversees a diverse team supporting Network Information Management, LAN/System Administration, Cybersecurity, RMF/A&A, Technical Documentation, and IT Helpdesk operations across SCSTC Headquarters and its worldwide detachments.
The Program Manager will be responsible for ensuring high-quality delivery, cost and schedule performance, customer engagement, and compliance with contract requirements over a 24/5 operational support environment. This is a Key Personnel position for proposal submission and contract award.
KEY RESPONSIBILITIES -
Contract & Program Oversight
• Provide daily leadership and oversight of all technical and administrative aspects of the SCSTC support contract.
• Ensure timely, high-quality delivery of all contractual services, milestones, and CDRL-driven deliverables.
• Manage contract performance, schedule adherence, manpower allocation, and cost control.
Team Leadership
• Lead a multi-disciplinary technical workforce providing on-site support in IT systems, LAN administration, cybersecurity, accreditation, functional requirements analysis, and helpdesk operations.
• Direct tasking, resource planning, staffing, and personnel performance management across SCSTC’s distributed domain.
Technical Mission Coordination
• Coordinate program execution supporting system installation, configuration, network operations, troubleshooting, cybersecurity compliance (STIG, VRAM, RMF), and IT service continuity across training networks.
• Maintain close alignment with SCSTC mission requirements, emerging technical needs, and evolving cybersecurity and training network demands.
Customer & Stakeholder Engagement
• Serve as primary interface with NSWCDD and SCSTC leadership, ensuring clear communication, expectation management, and responsive support.
• Provide strategic recommendations, risk insights, and status reporting to Government stakeholders.
• Ensure IT, cybersecurity, A&A, documentation, and helpdesk activities remain fully aligned with SCSTC operational, training, and accreditation goals.
Program Planning & Delivery
• Develop and maintain plans, schedules, risk registers, and progress documentation required for a high-visibility Navy program.
• Coordinate cross-functional collaboration to meet sponsor objectives, technical milestones, and reporting requirements.
• Ensure compliance with DoD 8570/8140 role requirements across support teams.
REQUIRED QUALIFICATIONS -
• Bachelor’s degree in a technical or managerial discipline.
• 5+ years of experience in Contract Management supporting Government programs.
• Proven experience overseeing technical and administrative performance for complex DoD or Navy contracts.
• Demonstrated experience leading teams involved in Navy network systems design, development, test, evaluation, or training.
• Strong ability to manage cost, schedule, quality, and risk across multiple technical workstreams.
• Demonstrated success interfacing with Government customers and delivering mission-critical products on time and within budget.
• Ability to plan, coordinate, and control the progress of technical project work and manage a diverse workforce with multiple skill sets.
• Active SECRET security clearance required on Day 1.
• IAM Level II certification required (CAP, CASP+/Security X, CISM, CISSP or Associate, or GSLC).
PREFERRED QUALIFICATIONS -
• Experience supporting Navy centers of excellence, warfare centers, schoolhouses, or training commands.
• Prior leadership of IT, cybersecurity, network operations, or RMF personnel in distributed or multi-site environments.
• Familiarity with SCSTC programs, FLTMPS, SAAR-N processes, DRMO turn-in requirements, ServiceNow, and Navy training networks.
