Contingency: This position is contingent upon contract award

Position Overview
The Systems Administrator is a Key Personnel role providing on-site Information Technology (IT) and Cybersecurity support to the Surface Combat Systems Training Center (SCSTC). This position is responsible for the operation, maintenance, security, and optimization of classified and unclassified systems and networks supporting U.S. and international training environments. The Systems Administrator ensures reliable system performance, compliance with DoD cybersecurity requirements, and effective support to mission operations, including electronic classroom deployment.
Key Responsibilities
• Provide on-site IT and cybersecurity support for SCSTC systems and networks, including SIPR-related support functions and trusted agent activities.
• Install, configure, operate, maintain, and troubleshoot servers, workstations, peripherals, and network infrastructure (switches, routers, cabling, and virtual environments).
• Manage user accounts, network rights, access controls, directory services, and group policies in accordance with organizational standards.
• Monitor, analyze, and optimize system and network performance, capacity, availability, and recoverability.
• Diagnose and resolve hardware, software, and network connectivity issues; perform system maintenance, upgrades, backups, and repairs.
• Implement and maintain baseline system security, apply patches, remediate vulnerabilities, and support STIG compliance and continuous monitoring activities.
• Provide phone and email helpdesk support, document incidents, and track resolutions using approved ticketing systems (e.g., ServiceNow).
• Support cybersecurity inspections, assessments, and site visits; assist ISSM/ISSO personnel with RMF, A&A, and ATO-related activities.
• Develop, maintain, and update technical documentation, SOPs, system configurations, and cybersecurity artifacts.
• Support disaster recovery and continuity of operations planning, testing, and execution.
• Conduct research and analysis of emerging technologies and provide recommendations to improve system performance and security.
• Attend required meetings and prepare associated reports and deliverables in accordance with contract requirements.

Required Qualifications
• Minimum of four (4) years of system management experience.
• Demonstrated experience administering enterprise IT systems and LAN/WAN environments in secure or DoD-aligned settings.
• Working knowledge of DoD cybersecurity policies, procedures, and compliance frameworks.
• Ability to perform on-site technical support in a mission-critical operational environment.
• Ability to meet all DoD Cyber Workforce (DCWF) role requirements applicable to the position.

• Software-based protection tools (firewalls, antivirus, antispyware)
• Knowledge of wireless and transmission technologies (Wi-Fi, Bluetooth, RFID, IR) and related security considerations
System Administration
• Server and client operating systems (e.g., Windows, Linux, UNIX variants)
• Enterprise IT architecture and systems administration best practices
• System/server diagnostic tools and fault isolation
• Command-line utilities and system maintenance procedures
Cloud Computing
• Cloud service models (SaaS, IaaS, PaaS) and deployment models (private, public, hybrid)

• Experience supporting or migrating workloads across cloud environments
Additional Information
• The Systems Administrator must be capable of supporting both current and future SCSTC systems and training networks, including classified, unclassified, and standalone environments.
