The primary purpose of this position is to: Serve as airspace management specialist as it relates to air space management functions for Pacific Air Forces (PACAF) and staff advisor to the Director of Operations, Plans, Programs and Requirements and Chief, Operations Division on airspace development and utilization with the objective of meeting Department of Defense (DOD), United States Air Force (USAF), Major Command (MAJCOM) and unit objectives through the safe and efficient use of available airspace. Incumbent in this position reports to the Chief, Airspace Management and is responsible for HQ PACAF airspace management requirements and responsibilities.

DUTIES

• Provides technical advice, expertise and staff assistance to the Operations Division Airfield Operations Flight Commanders, and unit airspace managers on airspace issues.
• Advocate for USAF and PACAF interest on issues related to Temporary or permanent airspace and ensures interests are considered before new modified actions are initiated.
• Analyzes and evaluates existing, new or revised directives and policies from higher headquarters FAA, and other agencies pertaining to airspace management issues.
• Investigates alleged airspace violations, congressional inquiries and noise complaints and provides expert advice/testimony to commanders/boards of investigation or inquiry on alleged incidents/violations of Federal Air Rules and Regulations.
• Exercises supervisory personnel management responsibilities. Advises and provides counsel to emplyees regarding policies, procedures, and directives of management.

• The incumbent must possess substantial resourcefulness, initiative, originality, and judgment in order to successfully represent the USAF and Pacific Air Forces (PACAF).
• Performs temporary duty within and outside the continental United States to conduct staff visits, airspace meetings and attend air traffic control conferences.
• Incumbent may be required to work uncommon duty hours to ensure mission accomplishment
• Incumbent may be required to travel by military or commercial aircraft to foreign countries and must be able to possess and maintain an official government passport
• Must be able to obtain and maintain a Secret clearance
• Incumbent must hold or have held an FAA Air Traffic Control certificate, highly desirable
• Incumbent must complete the Airspace Management Course (E30ZR14955Z) or equivalent, within six months
• This is a drug testing designated position. The incumbent is subject to random testing for drug use
• Position is centrally managed: gaining unit may pay for PCS expenses

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-2152, Air Traffic Control Series.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience in a military or civilian air traffic facility that demonstrated possession of the knowledge, skills, and abilities required to perform the level of work of the specialization for which application is made. This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules, and regulations. Examples of specialized experience include knowledge of a wide range of concepts, principles and practices of DoD, USAF, FAA and PACAF air traffic control, airspace management, rules and instructions. Included in these requirements are comprehensive knowledge of DoD, USAF, FAA and ICAO policies, procedures, systems, and their interrelationships affecting airspace management initiatives; comprehensive knowledge of Federal Aviation Administration (FAA rules as they apply to airspace requirements and proposals. Practical knowledge of environmental impacts associated with special use airspace acquisition/modification since virtually every piece of airspace used for training and exercises must meet NEPA rules. This includes practical knowledge of instructions governing environmental planning, noise and air quality issues; and knowledge and skill in applying analytical and evaluative methods and techniques to issues and problems relating to the adequacy and performance of special use, terminal airspace, and air traffic control systems as they relate to airspace management.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

• Expert knowledge of USAF, DoD, ICAO and FAA airspace management policies and procedures.
• Wide range of knowledge of aviation principles theories, principles, practices and techniques of air traffic control; as well as thorough knowledge of strategic, tactical and airlift aircraft characteristics and procedures.
• Ability to communicate effectively both orally and in writing to prepare and present briefings, coordinate planning efforts and manage program activities, and gain cooperation from others through tact, courtesy and diplomacy.
• Ability to gather facts, evaluate and interpret data, identify potential problems, arrive at valid conclusions and offer meaningful recommendations and/or resolution.
• Ability to make instant decisions and select a course of action under high stress conditions associated with emergency situations.
• Knowledge of flight safety, altitude reservations, and environmental requirements as outlined in applicable rules, regulations, and federal laws.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
