Duties

A GS-1702-11, TRAINING TECHNICIAN:
  • Program Oversight:
    • Plans, directs, controls, and oversees all elements of the Education, Training, and Distance Learning Programs.
    • Manages on-the-job training, formal school training, Air Force Institute Advanced Distributed Learning training, Professional Military Education, and ancillary training.
  • Training Management:
    • Ensures Unit Training Managers and Additional Duty Training Managers are qualified and knowledgeable.
    • Supports unit-training programs contributing to mission capability.
    • Monitors and reviews all applications for training, ensuring proper documentation and prerequisites are met.
    • Determines training priorities and requirements in accordance with Air Force and NGB directives.
  • Data Analysis and Reporting:
    • Develops statistical trend analysis on the status of training.
    • Provides information to commanders and coordinates actions.
    • Compiles and prepares statistical data, including the Status of Training (SOT) Report for the Wing commander.
    • Evaluates the administration, operation, and effectiveness of unit training programs and prepares written reports.
  • Advisory and Coordination Roles:
    • Provides Education and Training advisory services to commanders and staff.
    • Advises commanders, unit personnel, and training activities on ways to improve their OJT program.
    • Coordinates with commanders, unit training managers, and supervisors on the progress of trainees.
    • Serves as the office of primary responsibility for implementing and managing OJT policy and procedures.
  • Policy and Procedure Development:
    • Establishes local policies and procedures to provide a uniform and effective internal OJT program.
    • Reviews and coordinates base and unit level training publications, supplements, and operating instructions.
    • Drafts and publishes standard operating procedures and local training directives.
  • Training and Instruction:
    • Trains unit training managers and additional duty training managers.
    • Instructs the Air Force Training Course and trains personnel to teach the course.
    • Conducts quarterly base OJT meetings and provides training during each meeting.
  • Classification and Personnel Management:
    • Manages personnel Air Force Specialty Code classification and oversees the utilization of assigned personnel.
    • Monitors the classification system to ensure all personnel identified for upgrade meet the mandatory requirements.
    • Reviews personnel records and reports to determine training status and ensures personnel are entered into the appropriate training status.
  • Distance Learning and Testing:
    • Serves as the Distance Learning (DL) Office point of contact.
    • Manages training resources for distance learning courses.
    • Administers controlled examinations and manages the CDC/PME testing programs.
    • Safeguards AFIADUCDC test materials and maintains the electronic exam program (E-Exam).
  • Ancillary Training Program (ATP):
    • Serves as the Ancillary Training Program (ATP) OPR.
    • Advises unit commanders and ATP OPRs in their development of ATP subjects and lesson plans.
    • Generates reports via the Advanced Distributed Learning Systems (ADLS) web site.
  • Education Services:
    • Plans and directs activities in accomplishment of education services programs including Distance Learning, Defense Activity for Non-Traditional Education Support, Community College of the Air Force, Air Force Automated Education Management System, Tuition Assistance, and other base education programs.
    • Acts as Test Control Officer for on-base DANTES.
    • Organizes education programs to achieve education goals and mission requirements.
  • Supervisory Responsibilities:
    • Performs personnel supervisory/management responsibilities.
    • Plans and schedules work within the training and education function.
    • Oversees and directs the work of subordinate employees.
    • Participates in employment interviews and recommends the selection of new employees.
  • Resource Management:
    • Monitors and oversees the School Resource Report program.
    • Ensures all resource management deadlines are met.
    • Maintains Student Flight Data and tracks the status of school dates.
  • Other duties as assigned.

  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

  • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments
  • Must have a valid state driver's license for the state in which they live or are principally employed.
Qualifications

GENERAL EXPERIENCE :
Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. Applicant's demonstrated ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise validate the ability to perform or learn to perform the duties of the position.

SPECIALIZED EXPERIENCE :
Must have at least 36 months experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Typically, specialized experience includes knowledge in training centers, training programs, schools, and units. Experience in conducting or developing education and training programs. An understanding of the Army or Air Force education and training policy requirements. Experiences in working programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries. Knowledge of audio-visual presentation, educational tests, and measurements, and instructing techniques. Knowledge of Air Force education and training programs regarding their principles and procedures. Experience in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills; editing practices; instructional media application, training reporting, program and curriculum validation, and implementation procedures. Experience in scheduling training events and facilities; supporting assistance visits and training meetings; or assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies. Experience in the capabilities of communicative interpersonal skill applications and distance learning concepts. Experience as a participant and presenter during training and military or civilian conference events.
