SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is described as monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas; Examples include: reviewing production activities and capabilities in light of contract quality requirements; reviewing written quality or inspection procedures for adequacy and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans; analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system; verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance; identifying inadequacies and requesting corrective action; computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods; investigating customer complaints and deficiency reports and providing identification of causes to appropriate authorities; reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals; and/or reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections and validate and manage all fuel requirements, including all non-capitalized and special test enterprise program fuels requests. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Undergraduate and Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. NOTE: You must submit a copy of your transcripts.
IDEAL CANDIDATE STATEMENT/KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of quality assurance/control methods, principles, and practices, including statistical analysis, root cause analysis, sampling techniques, and reporting.
2. Ability to independently plan, design, and carrying out quality assurance surveillance program requirements; analyze special projects in relation to contract scope; and participate in special studies, or other work, required for effective contract surveillance with limited supervisory oversight.
3. Knowledge of a wide range of supply principles, concepts, and methodologies necessary for effective supply program operations as outlined in published instructions, manuals, and applicable contracts.
4. Knowledge of a wide range of computer based programs to include, Adobe, and Microsoft office suite including the following applications Word, Excel, Access, Database, and PowerPoint.
5. Skill in interpreting and applying product specifications, technical data, regulations, policy statements, contract deliverables and thresholds.
6. Ability to communicate at a high level both orally and in writing to with internal and external customers to include Contract Officers, Center/Wing/Group leadership, squadron Director, Corporate representatives, and others as needed to meet program objectives.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). - Exercises supervisory personnel management responsibilities at least 25% of the time, Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; provides a program analysis for upper level management to measure current status against planned objectives; prepares clear & concise written results of analysis through the use and application of analytical summaries and staff study reports
- Performs as the fuel testing and technical advisor responsible to determine, validate and manage all fuel requirements
- Applies authenticated management techniques in the process analysis which include: (a) making valid statistical comparisons, (b) predicting future effects, (c) recommending actions to correct negative deviations
- Analyzes critical elements of fuels management performance continuously, address problems as needed and inspect less important items on a random sampling basis.
- Develops and implements procedures to carry out in-depth oversight and surveillance of fuels programs in accordance with Performance Work Statements (PWS), Quality Assurance Surveillance Plans (QASP), Air Force Instructions, and State and Federal laws
- Documents contract performance IAW the QASP, AFI 20-112, AFI 23-201, and program requirements
- Serves as a technical advisor to the Contract Administrator by interpreting technical aspect of supply actions
