As a Pricing Manager for military contracts, you will play a critical role in developing and analyzing cost proposals for various defense-related projects. You will collaborate closely with cross-functional teams, including business development, program management, and finance personnel, to ensure the accuracy and competitiveness of pricing strategies. Your responsibilities will include the preparation of detailed cost estimates, pricing models, and budget justifications in compliance with government regulations and client requirements.
Responsibilities:
• Participate in and lead the proposal pricing process to include:
? Developing cost volume completion schedules
? Assisting the Capture Manager in the development of pricing strategies
? Coordinate subcontractor Requests for Quotations (RFQ's)
? Support internal Gate Review process for pricing reviews with management team
? Analyze and compile cost/price data
? Develop cost narratives
? Lead final preparation of cost volumes.
• Prepare cost volume documents in a timely manner.
• Work closely with multiple departments/groups (i.e; Business Development, Contracts, Human Resources, Finance, Recruiting, etc.) to ensure accuracy and coordination of cost proposals and to collect all data necessary to properly develop the cost/price proposal.
• Provide price/cost proposal leadership throughout the capture and proposal phase
• Perform key cost model internal reviews during the proposal phase (green team)
• Work with Contracts/Subcontracts to prepare subcontract RFQ's by analyzing contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, and corporate policies and procedures.
• Work with Capture and Proposal Manager to integrate basis of estimates (BOE's), and program strategy into a winning proposal.
• Researches and analyzes historical data and develops pricing models to support proposal efforts
• Responsible for collecting cost and pricing data, developing the structure of the cost proposal, interfacing with technical and operations staff to understand the scope of work
• Ensure the cost proposal will formulate, communicate and implement an integrated cost/technical proposal strategy that provides the customer a clear and valid justification for their selection.
• Responsible for preparing timely, accurate and compliant price proposals in accordance with Request for Proposal (RFP) specifications, FAR/DFARS requirements, and corporate procedures
• Support audits and participate in cost proposal clarifications or negotiations.
• Perform other duties as assigned.
Qualifications:
• Bachelor's degree with 4 years of pricing/estimating, finance, contracts, proposals, and/or business-related experience, or a Master's degree with 2 years of stated experience
• Proficient with Microsoft Office (Primarily Excel, Word and PowerPoint)
• Flexibility to work non-traditional hours, when necessary, in an often stressful, deadline-oriented environment
• Demonstrated knowledge of Government proposal development
• Excellent problem solving and organizational skills
• Excellent verbal and written communication skills
• Experience and knowledge of all contract types including FFP, CPFF, CPAF and T&M
Preferred Qualifications:
• Exposure to/utilization of price modeling tools (such as ProPricer)
• Advanced Excel skills (write complex formulas, produce live models, code VBA, etc.)
• Knowledge of the government regulations FAR and DFARS
• Knowledge of Cost Accounting Standards (CAS) and accounting/proposal auditing techniques
Remote/telework will be considered for approximately 25% of the time.
The incumbent of this position will be subject to a background investigation and will be required to maintain a government granted security clearance.
