Duties

  • As the technical authority and subject matter expert, serves as DC3's focal point for the strategic progression and systematic integration of organizational development. Utilizes a wide range of qualitative and/or quantitative methods for the assessment and analyzation of the interrelationships of multiple IT specialties that span across the DC3 career fields, distills technical guidance, harmonizes cyber policy nuances to build the organization's operational vitality and workforce proficiency.
  • Develops DC3 workforce plans, strategies, and guidance to support cyberspace workforce training and education requirements and to address changes to cyberspace policy, doctrine, materiel, force structure, and education and training requirements. Assess the multifaceted needs of the organization and channels them into coherent approaches, comprehensive guidance, and meticulous procedures that shape DC3's organizational development initiatives.
  • Consults, researches, reviews, and collaborates with staff across various DoW entities and federal agencies such as the DoW CIO, USCYBERCOM, Defense Information Systems Agency (DISA), DHS/Cybersecurity and Infrastructure Security Agency (CISA), and DoW law enforcement and counterintelligence organizations. Drives the formulation and implementation of the overarching enterprise strategy that steers the course of DC3, which serves as the foundation for the development of organizational goals, guidance, and procedures that govern both short- and long-range objectives.
  • Serves as a liaison with counterparts spanning the expanse of the Air Staff, diverse DoW entities, and federal agencies. Promotes the exchange of information on organizational development initiatives, policies and strategies. Presents, justifies, and defends DC3 positions on issues of considerable consequence and importance.

  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety
  • The incumbent will be required to be available for other than normal duty hours, to include weekends, to support exercises and crisis response
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft in the performance of assigned tasks. TDY may be required

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes: (1) working with organizational development theories, practices, and concepts sufficient to make recommendations and/or decisions significantly changing organizational structure; (2) working with Department of War (DoW) policy formulation, foreign cyber threats, DoW Counterintelligence (CI), the intelligence community, and DoW sensitive activities; (3) executive judgment and critical reasoning skills to perform complex analyses and resolve critical issues in order to develop broad and comprehensive strategic operating plans which support strategic mission goals and objectives; and (4) mastery of advanced management and organizational principles and practices along with a comprehensive knowledge of planning, programming and budgeting regulations, guidelines and processes in order to provide oversight and analysis of major programs.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Expert knowledge of organizational development theories, practices, and concepts sufficient to make recommendations and/or decisions significantly changing organizational structure. Comprehensive interrelated knowledge of information security, intelligence, and production of analytical products in relation to cyber threats and events.

2. Skill in interpreting and applying Federal/DoD and state/local criminal statutes and regulations pertaining to general crime, fraud, terrorism, espionage and other law enforcement/national security matters as they relate to the cyberspace. Skill in developing and facilitating group discussions, workshops, and team-building activities to foster engagement and collaboration.

3. Skill in communicating effectively both verbally and in writing in order to negotiate complex issues, adapt to various situations, model high standards of integrity, trust, and respect and collaborate with various departments, agencies, and teams to drive organizational change and achieve common
objectives.

4. Skill in utilizing virtual collaborative workspaces and/or tools (e.g., IWS, VTCs, 0365, chat rooms and SharePoint).

5. Skill in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of internal and external programs as it relates to organizational development.

6. Ability to analyze facts, identify problems, devise solutions, make and present sound decisions and gain acceptance of recommendations.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
