Basic Requirements for the Acquisition Program Specialist GS-1101-13:
Specialized Experience: One year of specialized experience which includes assisting with resolving issues related to acquisitions and contracts, conducting reviews of contractor performance, and analyzing cost and/or price proposals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

- Coordinates statements of work, task orders, evaluation criteria, levels of effort, independent government cost estimates and other pre-and post-contract award documentation.
- Develops cost/price data, evaluating proposals for use in analyzing responses, and determines price/cost reasonableness and appropriateness and reason-ability of proposed labor and overhead rates.
- Monitors contractor performance to ensure compliance with terms/conditions of contracts.
- Supports acquisition of information technology systems, services, supplies, automatic data processing equipment, and full scale development test and evaluation, production, deployment and operation.
- Participates in analysis and evaluation of cost and/or price proposals, and may support contracting officer negotiations of contract prices, terms, and time lines.
- Conducts reviews of contracts and services to ensure deliverable are met in accordance with the contract and that cost and schedule are within stated parameters.
- Develops acquisition plans with integration of functions, schedules, objectives, fiscal requirements, expected benefits/outcomes and milestones, ensuring the procurement process supports the program's project plans time lines.
- Coordinates acquisition and contract management recommendations, and reports on a variety of program and project areas potentially affecting medical automated information systems.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Approximately 5% travel may be required. Travel may involve local, and or overnight.
- This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification.
- Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
- Practitioner Career Level Certification must be met within 5 years.
- Advanced Career Level Certification must be met within 4 years.
