In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Specialist Series, 2101.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of DOD operations, practices, and policies or program activities to develop, integrate, and coordinate air operations transportation plans and programs. Knowledge of all phases of air operations and mission planning procedures and policies including DOD, AF, and command directives, plans, regulations, and processes. Knowledge of a wide range of air traffic management policies, principles, practices, and in-depth knowledge of air transportation data systems to plan and accomplish a variety of complex work assignments and/or to identify, analyze, and resolve air transportation issues or problems. Knowledge of a broad range of air operations and transportation data systems principles, methods, advancements, policies, systems concepts and analysis, design, development, testing and applications sufficient to plan and carry out assignments, develop new methods, approaches, and procedures, and to provide advice and guidance on a wide range of issues.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Knowledge of a wide range of air operations and mission plam1ing procedures and policies including DOD, AF, and command directives, plans, regulations, and processes. Knowledge of overall air operations principles, systems concepts, and techniques, including new and emerging data security methods and principles. Ability to recognize, based upon experience and precedent, possible solutions to problems not covered by specific guidance and to devise options for complex, diverse organizations and programs. Knowledge of customary approaches, techniques, and practices, and the functionality and operability of the current operating environment sufficient to gather, assemble, dete1mine and analyze requirements; apply analytical - and evaluative techniques; draw and devise solutions to problems; develop acquisition strategies; identify changes and trends; implement system enhancements; and integrate them with overall design and characteristics of operating systems hardware and software programs to improve effectiveness and efficiency of air mobility. Ability to work with numerous DOD computer systems to analyze and correct TPFDD problems affecting use of such systems. Knowledge of system software design concepts, practices, principles, methods, approaches and systems development life cycles, including systems documentation, design development, configuration management, cost analysis, systems integration, and testing. Ability to troubleshoot applications and systems problems and provide user support. Knowledge of various qualitative and/or quantitative methods, and the ability to participate in the assessment and improvement of plans and programs for conducting major airlift operations such as war mobilization, deployment, redeployment or similar operations. Knowledge of the concepts behind, and the process for, development and maintenance of deployment plans in support of military operations. Ability to maintain an up-to-date awareness of technological advances, to apply internet technologies to analyze networks and the related security aspects and predict how management can meet future air operation requirements. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
