This position is contingent on contract awarded.

This position will be based at Pyeongtaek, Korea

Responsibilities:

Comply with all applicable National policies and DoD policies and procedures required to request, receive and distribute US COMSEC products to a foreign nation as prescribed by CJCSI 6510-06D and other applicable regulations and policies and have a working knowledge of COMSEC systems configuration, integration, and management.
Review, consolidate, and develop domestic, international, and coalition policy IAW Federal and Department of Defense guidelines.
Support the development of applicable Annexes for the Combined Interoperability and Security (CIS) Memorandum of Agreement (MOA) between the US Government and the ROK.
Maintain the level of proficiency in operational COMSEC Division responsibilities needed to meet CIS MOA, US National Policy (CNSSI 4005, CSD1), US Army Regulations (AR 380-40/TB 380-41) and Joint Staff Directives requirements.
Provide technical support and assistance in the development of a key management plan for newly acquired US provided cryptographic equipment purchased under a Foreign Military Sales of Cryptographic Device Services (FMS-CDS).
Provide technical support and assistance to maintain FMS Equipment accountability and control of COMSEC or Cryptographic Controlled Items (CCI) IAW applicable regulations, Technical Bulletin (TB), Noncryptographic Operational General Publication (NAG), policies, SOP and/or defining guidance. These actions include all the functions involved in the accountability and control of equipment and material required to be maintained in the CMCS.
Provide technical assistance for submitting official correspondence on interoperability and COMSEC requests, managing Third Party Transfers (TPT), Ship Rider Requests (SRR), and equipment transfers. Additionally, it covers preparing required documentation, overseeing COMSEC agreements between the US and ROK, and supporting modifications to Memorandums of Agreement (MOAs) and equipment loan agreements.
Provide technical support and assistance for ACMO CONAUTH support tasks for Bi-Lat keying material provided to all US-ROK users in USINDOPACOM AOR.
Provide technical support and assistance as required and perform the AKOAM / COMSEC Clerk role.
Provide support for USFK/CFC/UNC plans and exercises. Develop, write, and brief communication portions of theater crisis, contingency, and exercise plans and planning efforts. Coordinate crisis, contingency, and exercise communications support for Joint and Coalition forces including Wartime Host Nation Support requests and TPFDD and RSOI planning. changes to existing policies and plans related to communications execution, employment, and support.
Participate in USFK working groups, such as the Future Ops WG, BOS-I WG, Battle Rhythm WG and provide communications expertise. Facilitate communications specific working groups as required for planning activities.
Coordinate development & revision of USFK Communications Directorate METLs/JTPs, and recommend changes to UNC/CFC equivalents.
Provide and administer knowledge management solutions to support joint and coalition participation CFC/UNC/USFK communication specific working groups.
In coordination with the JNCC, integrate a USFK Mission Essential Services List (MESL) and a Joint Prioritized Restoral List into communication planning activities.
Develop exercise scenarios simulating degraded communications, contribute to Battle Books/AARs, and provide support for exercise assessments.
Coordinate with CFC/UNC/USFK Components and higher echelons to support communications planning efforts.
Develop and refine Crisis Action Standard Operating Procedures (CASOPs), OPLAN, and CONPLAN annexes (C & K) through participation in war games and exercises.
Consolidate planning efforts and exercise assessments into monthly readiness reports through DRRS.

Job Requirements

Qualifications:

Minimum of 5-7-years' experience in maintaining accountability and control of COMSEC or Cryptographic Controlled Items (CCI) to include, but not limited to, experience in the processing of received material, hand receipting of material, and destroying superseded material utilizing Destruction Certificates (5941 EK), Key Variable Management (KVM) worksheets, and LMD/KP, KMI-MGC and/or other devices such as AN/CYZ-10 (DTD), KIK-20 (SDS) and AN/PYQ-10 (SKL).
Security Level: Secret Clearance
Required: Training certification for Standardized COMSEC Custodian Course (SCCC). Training certification for Local COMSEC Management Software. Training Certification for Key Management Infrastructure (KMI) Management Client (MGC)
